National Assistant (Deputy Team Leader) to Operation Manager

Position Summary

Duty station: Ministry of Labour and Vocational Training (MLVT)

Expected Contract Start: As soon as possible

Contract duration: The duration of the contract for the Assistant to Project support consultant/Operation Manager is 42 months full time from the contract start date and subject to the annual assessment of the consultant performance, availability of funds and the needs for the project.

The SBJ Project is now inviting eligible individual consultant for the position of National Assistant (Deputy Team Leader) to Operation Manager to indicate their interest in providing the Services. Interested Consultant should provide information demonstrating that s/he has the required qualifications and relevant experience to perform the Services.

Requirements - Skills, Qualifications, Experience
  • The shortlisting criteria of qualification and experiences for the Individual Consultant are following:
  • A master degree in education management, business administration, management, economics, and relevant field of studies;
  • At least 5 years’ experience working in education, management, project management, education, policy development, budgeting and finance, and in monitoring and evaluation;
  • At least 3 years’ experience with World Bank (WB), Asian Development Bank (ADB), or other major donors or government agencies’ financed projects, preferably in the TVET sector or on private sector development;
  • Clear understanding of project management, project objective, results framework, implementation challenges, monitoring and evaluation of performance;
  • Knowledge of general principles of procurement, financial management, and safeguards requirements, policies and practices;
  • Demonstrated ability to prioritize tasks to meet deadlines, resource allocation to meet budget and quality expectations, and conflict resolution;
  • Strong oral and written communication skills and persuasiveness in presenting, discussing and resolving difficult issues; and
  • Experience in Cambodia or other Southeast Asian countries will be considered as an asset.

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, latest revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
