Monitoring, Evaluation and Learning Officer
Report to : Executive Director and Media Development Director
Job Summary:
The MEL Officer is primarily responsible in managing the global M&E framework of CCIM while also implementing the M&E plans for CCIM. He or she also works closely with all relevant stakeholders in particular project coordinators and officers in managing and implementing the respective M&E plans of the projects. The MEL officer will also guide the program team in routine data collection and outcome harvesting and produce case studies and success stories to showcase results and impacts of CCIM’s work.
- Prepares detailed implementation of M&E plans for all projects in accordance to its Monitoring, Evaluation, and Learning (MEL) Plan and in compliance to donor’s MEL guidelines and requirements.
- Track project indicators in line with logical frameworks (log frames), Theory of Change, and donor requirements
- Develops M&E data collection system and regularly collect M&E data from respective projects for encoding in the said system for easy retrieval and generation of reports.
- Work with program teams and partners to ensure high-quality, timely, and accurate data collection and reporting.
- Prepare donor and internal M&E reports, including dashboards, infographics, and narratives.
- Document success stories, case studies, lessons learned, and best practices.
- Facilitate learning sessions and feedback loops with project teams and stakeholders to inform strategy and implementation.
- Perform other tasks as may be assigned by the direct supervisor or Management Committee
- Bachelor’s degree in social sciences, Development Studies, Media and Communication, Statistics, or a related field. A master’s degree is an asset.
- Minimum 3 years’ experience in implementing M&E, including data collection and collation, preferably in media development, freedom of expression, or governance sectors.
- Having experience designing and implementing M&E systems for donor-funded projects
- Strong skills in data analysis, visualization, and report writing with ability to produce quality briefs and reports in both Khmer and English
- Knowledge of qualitative and quantitative M&E methodologies.
- Proficiency in the use of computers for: word processing, databases, spreadsheets/excel, email, internet, other social media platforms
- Strong communication and interpersonal skills.
- Excellent organizational and time management skills.
- Knowledge on human rights, media rights, and good grasp of economic, social, and political situation in the country
