Project Overview:

USAID Cambodia Malaria Elimination Project-2 goal is to eliminate malaria and prevent its re-introduction in target provinces, contributing towards nationwide elimination, and leading efforts towards self-reliance and sustained, self-financed malaria programming. The CMEP overall approach is through the development and scale-up of innovative and evidence-based malaria interventions that have proven success and relevance to Cambodia. CMEP-2 will work collaboratively with CNM, PHDs/ODs, as well as PMI, and other malaria control partners to develop and adapt interventions that are evidence-based, locally relevant, and scalable. CMEP-2 will support provincial health departments (PHDs) and operational districts (ODs) to monitor malaria data and tailor interventions by level of risk. Position Summary

Project Name: USAID Cambodia Malaria Elimination Project -2

Expectations - Duties, Responsibilities
  • The Monitoring & Evaluation Manager will be based in CMEP 2 Phnom Penh office and will be responsible for the following activities:
  • Lead and responsible for the development of comprehensive MEL plans, establishment of robust MEL program monitoring system to include all project activities tailored to addressing risk, strengthening of CMEP 2 MEL system and quality data reporting and management.
  • Leading and conducting all project related MEL work outlined in the CMEP 2 proposal, e.g. assessments, surveys, training, evaluations, process based data assessments and undertaking all required task at PP and field levels.
  • Lead and provide technical advice on tailoring of the surveillance system to meet data needs for malaria elimination at all levels, support in village stratification, mapping, revisions to any malaria data system and any other forms for malaria elimination activities and their incorporation into the national MIS if needed;
  • Works closely with STA and the COP to develop and maintain an integrated and coordinated portfolio of surveillance, program monitoring and evaluation (MEL) in support of project goals and objectives;
  • Lead and conduct rigorous data analyses and work closely with the project team, prepare all technical and program documents at high quality; including providing guidance to MEL team members in the field on data quality reporting.
  • Conducts MEL capacity development regularly for project staff, counterpart staff and sub-grantees to ensure quality data collection and use.
  • Refine tools and strategic approaches for malaria elimination in consultation with USAID/Cambodia, CNM and MOH, other partners;
  • Work closely with STA to ensure all CMEP2 data are very well presented to the donor and all contractual reports and documents are of high quality;
  • Provide overall oversight, leadership, MEL support, and quality reporting of all project activities in CMEP operational provinces;
  • Participate in relevant National and Sub-national meetings and workshops and provide guidance and advice on high quality reporting. Support CMEP2 teams to generate reports and stories for wider dissemination.
  • Work closely with the CLA advisor from Panagora and ensure all project related documentation and reports are well written and presented.
  • Liaise regularly and frequently with MEL and technical team to ensure that evidence base of project achievements is being built and documented;
  • Works with OD/PHDs/CNM and other partners to promote the use of strategic information for program decision making and addressing gaps;
  • Support the annual project work planning process, reports and summary updates on progress of project activities to URC home offices, USAID, and other relevant stakeholders;
  • Facilitate technical dialogue and coordination with USAID/Cambodia, CNM and MOH, other partners, and the donor community.
  • Lead development of all CMEP 2 quarterly, annual and final progress reports and comply to all deliverables mentioned in CMEP 2 contracts.
Requirements - Skills, Qualifications, Experience
  • Master’s degree in statistics, public health, epidemiology or other relevant field;
  • At least seven years of experience developing and implementing surveillance systems, monitoring systems and conducting evaluations, preferably in developing countries;
  • Experience working with malaria prevention, elimination programs or related public health programs;
  • Experience in developing quantitative and qualitative analyses and interpreting data to facilitate project decision making;
  • Strong English language skills, especially good oral and written communication skills.
