ASSIGNMENT PURPOSE: The post holder will lead on the implementation of a robust Monitoring, Evaluation, Accountability and Learning (MEAL) Framework for FFA, in line with the requirements of Oxfam International’s Common Approach to MEAL and Social Accountability (CAMSA) framework and Sida’s donor performance standards. A key part of the role will be leading on MEAL-related capacity-building activities, regular coordination with country and regional partners, and overall support to the FFA ET.
ROLE REPORTS TO: Operations Coordinator, Fair Finance Asia Program
- A post holder will be tasked with the following, but not limited to, primary responsibilities:
- Ensure that the FFA MEAL system is implemented in alignment with the approved Phase 2 proposal, operational design and plan, and applies Oxfam’s relevant MEAL frameworks and tools.
- Manage the coordination and preparation of relevant donor and Oxfam internal reporting and planning requirements, in line with FFA’s target setting and log frame. This includes drafting annual reports and operational plans and actively supporting their finalization together with relevant FFA team members.
- Lead the organization of FFA’s annual learning event to facilitate knowledge-sharing and peer exchange to enhance program implementation and effectiveness throughout the network.
- Lead the coordination and ensure effective delivery of external evaluations of the program, particularly the Midterm Review and Endline Evaluations.
- Ensure that practical tools, systems, and relevant capacity-building activities are implemented to support the progress tracking and evaluation of FFA’s key results areas, initiatives, and interventions.
- Facilitate the use of various methods such as Outcomes Harvesting, Process Tracing, and Stories of Change to better capture the progress and learning within the FFA network, and feed into improved programming and implementation at national and regional levels.
- Ensure that individual country program frameworks in the region are cohesive and complementary, and that there are clear opportunities for learning, sharing, and collaboration on MEAL-related issues across the FFA network.
- Provide relevant training and coaching to country coalitions on the application and the use of MEAL instruments and procedures.
- Gatekeeper of the FFA baseline survey and risk matrix, actively using these for annual progress tracking and reviewing overall achievements in the context of the program implementation landscape both at regional and national levels.
- Regularly consolidate and analyze the learning and training needs of country coalitions in line with FFA’s annual strategic and operational planning.
- Ensure compliance with Oxfam’s management information systems; monitoring, learning, and evaluation practices at all levels.
- Provide support to country coalitions and regional partners when conducting joint learning and knowledge exchange activities.
- ESSENTIAL
- University degree in International Development, Monitoring and Evaluation or other related fields.
- At least 5 years of relevant experience working with INGOs/NGOs on MEAL issues in comparable programmatic scale to FFA and organizational context to Oxfam.
- Prior experience with complex MEAL systems for multi‐country or regional projects.
- Strong knowledge of and demonstrated practical experience in MEAL methodologies (particularly appropriate quantitative and/or qualitative research methods), data collection, analysis and management.
- Demonstrated knowledge of (or interest in) innovative evaluation and impact assessment methodologies (e.g. Outcome Harvesting, Contribution Analysis, Process Tracing, Stories of Change, etc).
- Experience in coordinating MEAL processes such as Baseline Study, Midterm Review, and Endline Evaluations is highly essential.
- Strong capacity to apply MEAL concepts and methodologies in a wide range of thematic areas including sustainable finance, climate change, gender equality, capacity strengthening for CSOs, influencing and campaigning, etc.
- Self‐motivated team player able to work both collaboratively and independently, and deliver high‐quality work.
- Experience in operating in contexts with cultural and political sensitivities, enjoys working in highly multicultural settings.
- Experience in promoting evidence‐informed learning and programming.
- Strong analytical and critical thinking skills in complex complex systems and contexts.
- Excellent written, oral, facilitation and presentation skills in English are mandatory; excellent report writing skills are highly essential for this role.
- Ability to undertake travel to support the FFA ET and partners in multiple Asian countries, and to join field work, as necessary.
- Ability to manage time effectively, priotize work in the context of multiple tasks, and work well under high-pressure environments.
- DESIRABLE
- Prior knowledge and experience working on sustainable finance, development finance, and other relevant topics in the Asian financial sector landscape.
- Prior experience in monitoring and evaluating influencing programs at the regional or multi-country level of similar scale to FFA.
- Prior experience conducting Outcomes Harvesting and related qualitative methodologies used by Oxfam.
- Demonstrated experience in distance management and hybrid working setup is highly desirable.
- Passionate and knowledgeable on international development issues such as human rights, climate change, gender equality, or other relevant themes covered by the FFGI Methodology.
- Ability to manage project cycle management activities in support of MEAL work is highly desirable.
