The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in Cambodia is developing FAO’s Country Programming Framework (CPF) 2024-2028 as well as contributing to the development of United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024 – 2028, and providing technical assistance to the Government counterparts to develop relevant strategies and action plans. FAO Representation in Cambodia is implementing several projects and programmes under the six thematic areas, namely Food Systems; Agriculture Value Chains; One Health and Livestock Production; Fisheries; Forest, Land and Water, Data, Knowledge and Policy.

Monitoring and Evaluation Specialist

Position Summary

Type of requisition: Consultant

Duty Station: Phnom Penh, Cambodia

Duration: 11 months.

Reporting Lines

The Monitoring and Evaluation Specialist reports directly to the FAO Representative of the FAO Representation in Cambodia or his/her designated mandated representative(s). The Monitoring and Evaluation Specialist will work in close collaboration with programme and project team, and in coordination with the relevant technical units at the FAO Regional Office for Asia and the Pacific, and FAO Headquarters.

Technical Focus

Providing substantive technical expertise on evidence-based monitoring, planning, reporting and evaluation. Design and implementation of the monitoring systems, data collection methods, evaluations and advises on the collection of reliable, accurate and coherent information to assess the performance and impact of program and projects. Support the effective and efficient management and implementation of FAO portfolio projects through driving development results planning, monitoring, evaluation and reporting in line with corporate requirements.

Expectations - Duties, Responsibilities
  • Design and implement MEAL frameworks for the Country Office, programmes, and operations, ensuring the effective and efficient management and implementation of FAO portfolio projects through driving development results planning, monitoring, evaluation and reporting in line with corporate requirements.
  • Provide advice and guidance to project teams (including all Operational Partners) on is-sues relating to MEAL and develop the necessary frameworks when necessary.
  • Provide advice and guidance to programme and project teams to ensure full familiarization of all staff with FAO corporate M&E policies, systems and tools and share information on relevant corporate M&E tools for easy understanding and implementation by programme and project team colleagues.
  • Advise on M&E strategies, policies and plans affecting the projects, delivery of advisory, knowledge and learning services.
  • Track progress of projects and provide regular updates to the FAO Representative and programme team.
  • Act as focal point for Project Activity Information Database (PAID), and ensure regular updating and management on PAID.
  • Apply rigorous analytic thinking in the analysis of data collected (qualitative and quantitative) and the preparation of reports and other materials for dissemination.
  • Present findings, conclusions and recommendations to relevant audiences.
  • Liaise and collaborate with all units of the Country Office to promote results-based and evaluation culture, and enhanced learning.
  • Keep abreast of methodological developments in MEAL.
  • Participate actively and productively in multidisciplinary evaluation teams, with internal and external partners.
  • Contribute to Reports and Evaluations as required.
  • Coordinate to collect inputs from the programme and projects and lead the drafting of FAO Annual Report.
  • Act as M&E focal point for the UNSDCF.
  • Coordinate to collect inputs from the programme and projects and consolidate inputs for the drafting of UNSDCF Report.
  • Coordinate to collect inputs from the programme and projects and consolidate inputs for the UNSDCF joint workplan.
  • Supporting preparations of Annual Reports and indicators as well as project updates in FPMIS and the corporate planning system.
  • Provide technical support to projects in the implementation of evaluation plans and reports.
  • Develop partnerships for promoting M&E best practices and Knowledge Management.
  • Performs other duties as required.
Requirements - Skills, Qualifications, Experience
  • Minimum Requirements
  • University degree in social sciences, statistics, development studies or related areas;
  • Five years of relevant experience at the national or international level in monitoring and evaluation, including hands-on experience in design, monitoring and evaluation of development projects and establishing relationships among partners;
  • Working knowledge of English and limited knowledge of French, Spanish, Arabic, Chinese or Russian.

  • Demonstrated developmental work experience in programme planning, undertaking assessments, studies, surveys using quantitative and qualitative methods, reporting and knowledge management;

  • Knowledge of sampling and questionnaire design;
  • Experience in designing and implementing country level M&E and trainings;
  • Advanced knowledge in the usage of office and statistical software packages, experience in handling of web based management systems;
  • Demonstrated ability to work independently, handle multiple tasks, work under pressure and deliver assignments on time; and Leading, engaging, empowering and an excellent team player.
  • Experience and knowledge of FAO’s project management systems is an asset.
