Monitoring and Evaluation Officer
Location: National Office, Phnom Penh

PURPOSE OF THE POSITION
The Monitoring and Evaluation Officer plays a key role in supporting this mission by ensuring high-quality monitoring, evaluation, and data management across Area Programs (APs) in the region. This includes leading baseline and evaluation processes, maintaining program information systems, and building the capacity of AP staff in M&E practices.
- Programme and Portfolio Monitoring Quality:
- Guide AP teams to follow DMEAL standards for program and project reporting.
- Coordinate and support the implementation of national monitoring tools (AIM).
- Conduct field visits to ensure quality and consistency in monitoring practices.
- Facilitate annual reflection sessions with AP and technical staff to share learnings.
- Conduct and consolidate Data Quality Verification (DQV) for all APs in the region.
- Provide portfolio analytics to Regional Managers on quarterly basis showing performance of projects and sector programs
- Baseline and Evaluation:
- Lead and coordinate baseline processes, including training and tool implementation.
- Support APs in updating ITT, DIP, and budget documents post-baseline.
- Coordinate evaluations for APs and non-sponsorship projects.
- Data and Information Management:
- Guide Area Programs on updates and usage of Horizon/iMPAQ systems.
- Support data entry and validation for planning and reporting.
- Monitor and review data quality in the local Data Management System (DMS).
- Conduct quality checks on Programme Information Data Dashboards (PID).
- Capacity building:
- Train and coach AP staff on M&E tools, systems, and reporting processes.
- Support M&E team in conducting evaluations and learning sessions.
- Bachelor’s degree in Social Science or related field.
- Degree or certificate in M&E, or programme/project management, or research study
- At least 3-year experience in project M&E or programme/project management
- Programme Information Management
- Good at English and Khmer communication (reading and writing)
- Understanding of basic M&E principles
- Good knowledge of data management, information presentation, techniques, and interpretation of data
- Basic knowledge of various sectors relating to WVC’s development works
- Excellent interpersonal communication skills
- Advanced computer skills (MS Word, Excel, and Access)
- Able to work independently as well as work closely and supportively with a team
- Commitment to life-long learning
- Gentle, humble, patient, and accountable
- Willing and able to travel to provinces, including overnight stays up to 50%
- May require some overtime work in order to meet deadlines
- Flexibility to contribute to additional relevant tasks may be required to achieve M&E team objectives.
