Monitoring and Evaluation Officer
Job Description
The M&E Officer will work under the supervision of the Program Manager of Holt International Children’s Services in Cambodia. This position is based in Phnom Penh with travels to provinces, Cambodia.
- Support Holt’s program team and NGO partner in data collection and analysis.
- Produce both statistic and narrative reports for all projects.
- Work with the Program Manager to set program milestones and key performance indicators.
- Monitor outcomes and capture impacts for all projects.
- Provide guidance and support across all projects regarding use of technology for data collection and analysis.
- Conduct field visits at least on quarterly basis to Holt’s program and NGO partner to ensure the quality of collected data and to verify the accuracy of reported data.
- Build the capacity of staff and NGO partner through training and technical assistance for accurate data collection and reporting.
- Research, build/adapt, test, and refine digital tools for all projects including digital tools for data collection, and data analysis.
- Maintain proper files pertaining to design, monitoring, and evaluation.
- Maximizes Holt’s mission by assessing opportunities to develop new projects and implementing new ways to assist vulnerable children.
- Perform other tasks and attend relevant meetings as requested by supervisor.
- University degree in social work or development studies or other related fields is highly desirable.
- Experience in M&E in the field of child welfare, child protection or social work.
- Relevant experiences in the field of ICT and management of digital data collection tools
- Microsoft Word, Advanced Microsoft Excel, Microsoft Power Point, and comparable data management system is required.
- Be able to analyze and interpret data.
- Can travel to provinces.
- Good written and spoken English/ Khmer and demonstrated report writing skills
- Can work independently and in a multi-cultural environment.
