The Cambodia Center for Independent Media (CCIM) is established in 2007 with goal to promote independent media, freedom of expression, access to information (A2I) and internet freedom. CCIM runs various training programs on journalism, digital security, media and information literacy for community members, citizen journalists, students, youth, and human rights defenders. Through its advocacy efforts, CCIM also document harassment cases against journalists and provide legal protection to journalists at risk. Before the government revoked the media license, CCIM had been running the Voice of Democracy (VOD’s online news and radio broadcasting program, reaching over 1 million listeners and online readers.

As part of its effort to learnings and improve program strategies and interventions, CCIM seeks to establish a comprehensive Monitoring and Evaluation (M&E) system to effectively track the output and outcome against the goal and objectives of CCIM’s programs and the projects. The M&E system shall comply with all donors’ requirements.

Monitoring and Evaluation Consultancy

Position Summary

Objective:

The primary objective of this consultancy is to assess the needs of CCIM and develop a global M&E system tailored to the requirements of its 14 projects (list of projects shown in Annex A) under its five main program unit including 1) Citizen Journalists Network 2) Journalism and Media Training 3) Media and Information Literacy 4) Advocacy Efforts 5) Kamnotra Open Database. The consultant will work closely with key stakeholders to understand the projects’ objectives, outcomes, and indicators, and design a robust M&E framework that enables systematic data collection, analysis, and reporting.

Timeline:

The consultancy is expected to be completed within 25 days from the commencement date. A detailed work plan with specific milestones and deliverable deadlines will be agreed upon at the outset of the consultancy

Reporting and Supervision:

The consultant will report to Mrs. Chhan Sokunthea, executive director for CCIM and will work closely with the M&E focal point and project managers within CCIM. Regular progress updates and consultations will be scheduled to ensure alignment with project objectives and expectations.

Budget and Payment:

The consultancy fee will be negotiated based on the consultant's qualifications, experience, and the scope of work. Payment will be made in installments upon satisfactory completion of agreed-upon deliverables as per the terms of the consultancy agreement.

Evaluation Criteria:

Proposals will be evaluated based on the consultant's technical expertise, relevant experience, proposed methodology, work plan, and budget. The selection criteria will prioritize quality, relevance, and cost-effectiveness.

Expectations - Duties, Responsibilities
  • Scope of Work:
  • The consultant will be responsible for the following tasks:
  • Conduct a comprehensive review of CCIM's existing M&E practices, tools, and systems, including any relevant documentation and reports in the past.
  • Engage with CCIM program coordinator and project coordinators to understand project goals, objectives, activities, and indicators.
  • Identify key M&E requirements and priorities based on the specific needs and context of CCIM projects, taking into account geographic diversity, thematic areas, and target populations.
  • Develop a detailed M&E framework that outlines the structure, components, and processes of the proposed system, including data collection methods, tools, frequency, responsibilities, and reporting mechanisms.
  • Provide guidance and support to CCIM staff on implementing the M&E system, including capacity building, training, and technical assistance.
  • Conduct a pilot test of the M&E system in collaboration with selected CCIM projects, and refine as needed based on feedback and lessons learned.
  • After finishing the contract, keep supporting M&E officer/staff members, when they needed related the technical issues.
  • Deliverables:
  • The consultant will deliver the following outputs:
  • Inception Report: An initial report outlining the proposed approach, methodology, work plan, and timeline for the consultancy.
  • Draft M&E Framework: A comprehensive framework document detailing the structure, components, and processes of the M&E system.
  • Presentations for capacity building sessions with CCIM staff.
Requirements - Skills, Qualifications, Experience
  • The ideal candidate for this consultancy should possess the following qualifications and expertise:
  • Advanced degree in monitoring and evaluation, statistics, social sciences, or a related field.
  • Proven experience in designing and implementing M&E systems for international development projects or organizations.
  • Strong analytical skills and proficiency in quantitative and qualitative data analysis methods and tools
  • Excellent communication and facilitation skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with media development program and media landscape in Cambodia, freedom of expression and press freedom initiative or related fields is desirable.
  • Fluency in English.
