VBNK is recruiting external consultants to carry out the mid-term evaluations for the ICT- Capacity Development project. This midterm evaluation aims to capture key data on the extent of the project’s progress against its set objectives and indicators. Additionally, VBNK seeks to collect data on broader aspects of relevance, effectiveness and efficiency, including:

  • An assessment of the project’s original approach and justification to ensure that it continues to meet its objectives and indicators.
  • The extent to which women’s income has increased.
  • The extent to which youth have become more engaged and active in social and ecological issues through social media, focusing on raising awareness.
  • The extent to which participating NGOs have developed and adopted digital security policies and implemented LMS systems.
  • Key lessons learned and recommendations for improvement for the remainder of the project period and for potential follow-up projects.

Position Summary
Duties & Responsibilities:
  • The role involves working on the following key tasks:
  • Conduct a desk review of relevant documentation, including the original proposal, baseline report, progress reports, review documentation, and M&E tools;
  • Develop questionnaires for key informant interviews (KIIs) and focus group discussions (FGDs);
  • Coordinate with VBNK and CNGO partners to organise data collection;
  • Conduct field visits, KIIs, FGDs and other assessments with relevant stakeholders including: VBNK ICT-CD team; CNGO partners, selected women, youth and NGOs staff in the target areas;
  • Analyse data and develop the draft mid term evaluation report;
  • Consult with relevant VBNK staff on the draft report and make any amendments/additions to the report to reflect feedback from VBNK and BftW;
  • Produce a final evaluation report and present findings to the VBNK ICT-CD team and management.
  • The expected key deliverable included:
  • It is expected that the consultant will produce the following deliverables:
  • An inception report with a planning schedule detailing the list of KII and FGD activities and expected timetable for completion of the project evaluation, the methodology and a mini-survey.
  • Data collection and analysis tools including questionnaires for KIIs and FGDs.
  • The data set of raw data collected before the analysis.
  • Data analysis and a draft report in English for review and feedback.
  • A final report in English that addresses all the relevant evaluation questions and incorporates VBNK’s and donors feedback and comments.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Skills & Knowledge:
General & Technical Skills
  • Proven expertise in project evaluation and fieldwork.
  • Strong skills in both qualitative and quantitative data analysis.
  • Demonstrated experience working with NGOs and international donors.
  • Excellent analytical, writing, and communication skills.
Soft Skills
  • Fluency in English and Khmer (if the team leader is expatriate, Khmer team member is OK working in both languages with their foreigner team members when interact with Khmer speaking stakeholders)
