Organization background

HI, founded in 1982 in Cambodia and working today in more than 60 countries, is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness to respond to their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights.

Project background

The Socio-Economic Inclusion (SEI) project as one of the key components of the SHARE project (support holistic approach for the rehabilitation of adults and children with disabilities)which have been implemented in Kampong Cham and Tboung Khmum provinces from 01/01/2018 – 31/12/2022. SEI mainly focused on the inclusion of livelihood service provision via existing local development mechanisms in 16 target communes of two districts (Prey Chhor and Tboung Khmum).

Position Summary

Why this mid-term satisfaction survey?

One of the activities of the project is to conduct a mid-term satisfaction survey intended to measure the project indicator “By the end of 2022, at least 70% of people with disabilities in the target areas declare that their needs are better taken into account within the commune investment plans through enhanced DPO representation and satisfaction level of inclusive livelihood service provision”. Also, the results of the survey will be shared with local authorities so that they will better take into account the people with disabilities’ needs within the commune investment plans.

Objectives of the mid-term survey

To assess the number of people with disabilities in the target areas declare that their needs are better taken into account within the commune investment plans through enhanced DPO representation and satisfaction level of inclusive livelihood service provision. This figure also will be compared with the baseline survey.

Survey methodology

1. Location

The survey will be conducted in targeted areas of the project, 16 communes (8 communes of Tboung Khmum district of Tboung Khmum province, 8 communes of Prey Chhor districts of Kampong Cham province).

2. Target Population

The beneficiaries who received the services from the SEI project from 2019 to August 2020.

Budget plan for the survey

Consultancy for data analysis and reporting: 1500.00 USD including the withholding tax.

The maximum amount takes into account the tax (VAT or withholding tax) following the following criteria:

  • Cambodian resident registered at the General Department of Taxation (GDT) must provide their certificate of taxation and apply the 10% VAT.
  • Cambodian residents not registered at the General Department of Taxation (GDT) must apply a withholding of 15% of the amount of their proposal.
  • The non-Cambodian resident must apply according to the Cambodian Tax Law a withholding of 14% of the amount of the proposal.
Requirements:
  • The consultancy will be carried out by an individual or group of experts who has the following qualifications:
  • Relevant professional background in the area of disability and socio-economic inclusion or livelihood;
  • Strong knowledge and experience in data analysis by using Microsoft Excel
  • Excellent report writing skills in English.
  • Fluent in Khmer would be beneficial.

Evaluation of the expression of interest will be made through a selection committee only if a complete application is received.
