Position Summary

Position Reports To: Sr. Monitoring and Evaluation Advisor

Position Summary:

Jhpiego is hiring for the position of Monitoring, Evaluation and Learning, Communication and Knowledge Management Officer. The position will report to the Senior M&E Advisor and will be responsible for coordinating health data management with project stakeholders, playing a key role in ensuring reliability and accuracy of project data, supporting knowledge management efforts, and supporting project efforts at external communication. The ideal candidate will be comfortable with technology, and able to engage in technological tools to support all these efforts.

Duties & Responsibilities:
  • Monitoring, Evaluation and Learning:
  • Provide timely support to project monitoring and evaluation efforts, including helping to prepare work plans, reports, mapping, and other required tools
  • Assist in developing project M&E plans, frameworks, to capture project performance and results
  • Assist team to enter data into the M&E system
  • Assist M&E advisor to conduct research if required
  • Conduct accurate and timely data collection and analysis, and support timely reporting to the donor
  • Perform data quality and service quality assessments on a regular basis
  • Conduct on-site monitoring visits to project supported sites and submit monitoring reports
  • Support uploading of data and reports internally through the organization’s web-based data management systems
  • Assist in designing and implementing special studies and research to augment learning opportunities from the project
  • Assist in preparing abstracts and/or presentations for conferences and meetings with stakeholders
  • Leverage innovative use of technology to support MEL activities and presentation of results
  • Knowledge Management:
  • Support and facilitate the use of KM (Knowledge Management) channel(s) to support the reuse of information internally and externally (e.g. website, online training, virtual collaborative exchanges symposiums, conferences, e-newsletters, and social media)
  • Assist in creating and facilitating the utilization of standardized KM/Communication templates and tools
  • Support documentation of project results, successes, challenges and lessons learned
  • Assist in leveraging organizational and project technology platforms (such as Office 365 and DHIS2) in the appropriate context to expedite knowledge storage, retrieval and exchange
  • Assist in organization and project knowledge-sharing efforts by organizing and uploading resources to the team’s internal website, sending relevant resources to Jhpiego headquarters (HQ) for sharing among global program staff, and developing systems for in-country knowledge-sharing practices among program staff
  • Communication:
  • Support development and implementation of project communication strategy
  • Ensure accurate branding and marking for all project documents, events, and activities
  • Work with Knowledge Management and Communication Advisor to develop and implement accurate, creative story ideas for a variety of media
  • Write narratives and program information in a reader friendly manner for use in newsletters, website, etc.
  • Support development of social media content
  • Assist in the coordination of public affairs, media and external events
  • Assist project to create better IEC materials, job aids, publications and presentations as needed
  • Develop capacity building activities for staff to enhance their ability to communicate about project achievements
  • Design questions, conduct surveys and interviews, capture, and compile photos/video, and develop script and documentation for success stories
Requirements:
  • Qualifications, Skills and Experience:
  • Degree in epidemiology, statistics, project management or health (doctor, nurse, midwife)
  • A minimum of 5 years relevant professional experience working with international health programs/organizations, especially in the field of Monitoring and Evaluation activities
  • At least two years of experience in working with health sector program level data
  • Attention to detail and accuracy in data management, analysis, and reporting
  • Ability to coordinate multiple activities simultaneously
  • Ability to produce documents and coordinate activities of professional quality with little supervision
  • Fluency in spoken and written English required
  • Proficiency in writing and editing reports and documents
  • Proven computer skills in Word Access, PowerPoint, Outlook, and Access; skills with other innovative data analysis and presentation tools is a strong added advantage

  • Ability to travel as needed up to 25% of the time

Technical Officer (Midwife)

Position Summary

Report to: DCOP - Technical and Programs

Duty Station:: Ponhea Krek OD at Tbong Khmum Province, Cambodia

Duration of Contract: November 2025 – March 2026 (five months)

Eligibility: CAMBODIAN NATIONALS ONLY

Jhpiego is seeking a Cambodian midwife to work closely with the sub-national level to implement the priority activity on life-saving to mitigate the risk for women, especially on postpartum hemorrhage (PPH). Jhpiego is hiring for a Technical Officer (Midwife) position, based in Ponhea Krek, Od, Tbong Khmum Province.

This position will work with MNCH-PHD and OD to provide technical support in the areas of MNCH, with a focus on the specific Life-Saving activities to build capacity for Health Centers (HC) and Referral Hospital (RH) staff at the targeted health facilities to ensure they have the competency skills to provide the trained skills to survive women at risk of PPH which is leading the cause of maternal mortality rate in Cambodia.

This is a contingent offer dependent upon the final full approval by our donor and confirmation of the project budget.

Duties & Responsibilities:
  • Provide on-the-job clinical training and onsite mentorship to other frontline health workers in the management of obstetric complications, with a focus on EMOTIVE/PPH.
  • Help with adaptation of training programs and materials to the Cambodian context.
  • Provide training to midwives and others on life-saving clinical care
  • Support the implementation of systematic QI initiatives in sites, mentoring and coaching.
  • Participate actively in technical and strategic support to the Provincial Health Department (PHD) and the relevant Operational District
  • Provide technical assistance and capacity building on the E-MOTIVE bundle for PPH management, service delivery, and data capture and analysis
  • Provide practical support to the technical team and relevant counterparts for program implementation and mentoring, coaching as required
  • Develop and prepare training materials, budgeting, letter of invitation, and others as the program needs
  • Document the data and generate the evidence for further strategic planning
  • Perform other duties as assigned by the supervisor
Requirements:
  • Experience and Qualifications Requirement:
  • Preference will be given to candidates with education and/or strong implementation experience related to MNCH support in the public health context
  • Must have a midwife degree, and substantial clinical experience of life-saving skills is a benefit
  • Demonstrated experience providing hands-on evidence-based training and facilitation
  • Experience implementing Quality Improvement initiatives
  • A minimum of 7 years’ experience working on public health programs at national and provincial levels
  • Must understand life-saving skills, especially on the E-MOTIVE bundle for PPH management and other life-saving skills, to demonstrate/transfer those skills to health facility midwives in target areas
  • A strong understanding of the health system in Cambodia, and the roles of public and private/non-government actors
  • Understand how to use the high-fidelity equipment for simulation with a specific scenario during the training and coaching
  • Demonstrated experience providing technical and programmatic support for the government staff capacity building, coaching/mentoring, and data collection
  • Demonstrated strong understanding of political contexts and experience in collaboration with both government and non-government stakeholders
  • Ability to work in a complex environment; flexibility and ability to perform multiple tasks on short notice
  • Ability to develop productive working relationships with a wide range of key stakeholders
  • Excellent verbal and written communication and presentation skills in both Khmer and English
  • Strong computer literacy
