The HALO Trust’s mission is to lead the effort to protect lives and restore livelihoods for those affected by conflict. In over 25 countries we remove landmines and other debris of war to release land safely back to communities. Within HALO Cambodia we have an established medical team made up of national staff. Three Location Medics based at each of the HALO Cambodia locations (Anlong Veaeng, Kamrieng and Thma Da) and a Chief Medic responsible for the training of HALO deminer paramedics. Our deminer paramedics are members of the mine clearance team who are responsible for leading a casualty evacuation in the event of an accident in the minefield. Each HALO location has a sick bay facility with a minimum of four beds and medication store.

The Medical Administrator/Store Keeper role involves the provision of clinical care and advice to HALO employees and the upskilling of the national medical team through teaching and education. You will provide ongoing support to Location Medics to implement medical objectives. You will be required to navigate the healthcare system in Cambodia ensuring that HALO employees have access to safe, appropriate and quality healthcare both at the HALO locations and in other healthcare facilities across the country.

You will communicate regularly with senior HQ staff and will report to the Programme Manager about complex patients, long term sickness, patterns in sickness that require further exploration and any further medical issues as they arise.

This role is based in Siem Reap, but will require frequent travel to each of the three HALO locations across Cambodia.

Position Summary

Contract Type: Five days a week (will include weekends and will change from week to week depending on Programme requirements)

Monthly basic salary range: depending on knowledge and experience

Expectations - Duties, Responsibilities
  • Liaison with government and private healthcare facilities
  • Visit available facilities in Siem Reap and in other provinces were HALO operates.
  • Study and formulate capabilities of the medical facilities.
  • Establish good relation with doctors and other key personnel.
  • Clinical care
  • Visit and/or communicate with patients in the remote camps and/or at HALO sick bays to understand their health related issues.
  • Telephone liaison when necessary with hospital doctors and/or nurses regarding HALO patients.
  • Refer patients to the medical facilities appropriate to their conditions.
  • Coordinate with the medical facilities for update on patients’ condition / situation.
  • Collaborative discussions about appropriate treatment plans for unwell patients and the impact on their ability to work as normal.
  • Advise on the safest and most appropriate location or facility for patients to rest and recover when unwell.
  • Medical records and data processing
  • Inputting monthly sickness records (pulled from location medic reports).
  • Analysing working days lost to sickness by diagnosis and HALO location.
  • Analysing data to identify trends and patterns in sickness and/or injury and the subsequent impact on workflow.
  • Store keeping

  • Keep minimum stock levels
  • Place orders for all locations
  • Supply all locations
  • Review monthly medication use by each location.
  • Review the dispensing of sick bay medication to ensure appropriate medication is given to patients and is documented accurately by the location medics.100% medical store checks as required.
  • CASEVAC data processing
  • Reviewing CASEVAC exercise data inputted by location medics onto our fulcrum data collection system.
  • Reviewing trends, areas for improvement and individual paramedic development through captured data.
  • Communication
  • Weekly meetings with Programme Manager / Programme Officer to review long term sick patients, complex medical cases and any other relevant discussion points.
  • Communication as required regarding in and out of hours emergencies.
  • Disseminate key outputs from medical discussions and learning points to the wider senior HALO team during the monthly programme management meeting.

Requirements - Skills, Qualifications, Experience
  • Well-spoken EnglishComputer skills – Microsoft Office applications
  • Experience in administrative and store keeping works
  • Medical background is a bonus
