Job Summary:
The MEAL Officer is responsible for leading monitoring, evaluation, accountability, and learning (MEAL) efforts across all project streams. The role ensures that data-driven decision-making informs program adaptation and learning, aligning MEAL frameworks with project objectives and donor requirements. The MEAL Officer will design and implement stream-specific MEAL tools, support data collection, ensure disaggregated analysis, and facilitate knowledge-sharing for continuous improvement. The role also involves technical support to CoLMEAL Specialist, Health System Strengthening Specialist and Gender Officer ensuring the effective utilization of MEAL data to track impact and guide strategy.
- MEAL System Development & Implementation
- Provide monitoring, evaluation, accountability, and learning (MEAL) support across all project streams (SRHR & SGBV Services, Inclusive Health & Nutrition, and Community-Led Advocacy).
- Design stream-specific MEAL tools to assess project impact based on the Logic Model outcomes.
- Ensure disaggregated data collection (by gender, disability, and location) to track impact on target populations.
- Oversee alignment of MEAL frameworks with project objectives, government priorities, and donor expectations.
- Data Utilization & Technical Support
- Provide technical support to CoLMEAL Specialist and Health System Strengthening and Gender Officer in data utilization for evidence-based decision-making.
- Support teams in analyzing data and generating actionable insights for program adaptation and advocacy.
- Work closely with the Ministry of Health (MoH) officer responsible for the Health Information System (HIS) to ensure integration of MEAL data into national systems.
- Learning & Knowledge Sharing
- Facilitate learning and knowledge-sharing sessions to integrate MEAL findings into program improvement.
- Coordinate data-sharing workshops and learning exchanges between different project streams.
- Develop visual dashboards, reports, and presentations to support internal decision-making and stakeholder engagement.
- Reporting & Compliance
- Compile and submit comprehensive progress reports to donors, government stakeholders, and internal teams.
- Ensure high-quality reporting, accuracy, and compliance with donor and internal MEAL requirements.
- Khmer - Fluent
- English - Fluent
- Master's Degree is preferred
- Bachelor's Degree in Monitoring & Evaluation, Statistics, Social Sciences, Public Health, or a related field
- Experience in MEAL roles within development or health-related projects for 3 to 5 years
- Experience designing and implementing M&E frameworks and data collection tools.
- Experience working with government agencies, NGOs, and community-led initiatives.
- Knowledge of GBV, SRHR, Mental Health and HMIS is a plus
- Expertise in designing and implementing MEAL frameworks.
- Proficiency in SPSS, Stata, LogAlto Excel, or other data analysis tools.
- Ability to develop dashboards, reports, and presentations for multiple audiences.
- Experience training project teams and stakeholders in MEAL methodologies.
- Ability to work across health, gender, and community development sectors.
- Proficiency in Khmer and English (both written and verbal).
