Health Poverty Action (HPA): is an international development organization dedicated to improving the health and well-being of poor and marginalized communities. HPA focuses on reaching groups that are often underserved, using culturally appropriate approaches to address the specific needs of Indigenous people, ethnic minorities, migrants, and other mobile or hard-to-reach populations. By building strong relationships and fostering collaboration between health staff and communities, we work to deliver effective, sustainable health interventions. HPA is active in 16 countries across Asia, Africa, and Latin America, with programs that address a range of health priorities, including malaria, HIV/AIDS, Tuberculosis (TB), maternal and child health, health system strengthening, health education, food security and nutrition, water and sanitation, and gender-based violence. In Cambodia, where HPA has been working since 1991, the organization has focused on improving health outcomes by addressing the disease burden and management of malaria, tuberculosis, hepatitis, and COVID-19.

Position Summary

Purpose of the Role

The MEAL Focal Point will be responsible for leading the design, implementation, and continuous refinement of the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework for the CIVIC-LABOR project. They will ensure that project outcomes, including those related to worker empowerment, civil society capacity-building, and collaborative advocacy, are measured effectively and used to inform adaptive management. The role will work closely with implementing partners—including trade unions, CSOs, and arts-based organisations—to build their monitoring capacity and promote evidence-based decision-making across the consortium.

Reports to: Country Director

Duration: One year with possibility of extension

Expectations - Duties, Responsibilities
  • M&E Framework and Tools
  • Develop and refine project-specific MEAL tools, templates, and data collection systems aligned with the project’s logframe and EU donor requirements.
  • Ensure integration of cross-cutting indicators such as gender, mental health, and civic participation.
  • Data Collection and Quality Assurance
  • Lead and coordinate periodic data collection across partners and sites, ensuring data accuracy, timeliness, and consistency.
  • Provide training and coaching to partner staff on data collection tools and protocols.
  • Analysis, Reporting, and Learning
  • Analyse monitoring data to generate insights on project performance, gaps, and learning.
  • Support the preparation of high-quality donor reports, internal reviews, and presentations, ensuring alignment with output/outcome indicators.
  • Capacity Strengthening
  • Build the M&E capacity of consortium partners, including independent trade unions and arts-based CSOs, through tailored training and technical support.
  • Develop simple, participatory monitoring tools that can be effectively used by non-technical staff.
  • Learning and Adaptive Management
  • Facilitate regular reflection and learning sessions with consortium members to review progress and adapt strategies as needed.
  • Contribute to documentation of lessons learned, case studies, and innovative practices (e.g. use of creative media for monitoring).
  • Accountability and Safeguarding
  • Support the development and implementation of accountability mechanisms, ensuring safe and accessible feedback channels for workers and community members.
  • Monitor adherence to safeguarding protocols in data collection and reporting processes.
Requirements - Skills, Qualifications, Experience
  • The ideal candidate will combine strong technical expertise in monitoring and evaluation with practical experience supporting evidence-based programming. They will have a deep understanding of participatory and inclusive approaches, and a commitment to promoting accountability, learning, and continuous improvement across diverse civil society partners.
  • Required Qualifications & Experience
  • Master’s degree in Monitoring and Evaluation, Social Sciences, Public Health, Development Studies, or a related field.
  • At least 5 years of experience in M&E roles within civil society, labour rights, or development projects, preferably within consortium-based or multi-partner initiatives.
  • Strong technical knowledge of both quantitative and qualitative data collection methods and tools.
  • Demonstrated experience designing M&E systems aligned with donor logframes (EU or similar)
  • Proven ability to conduct training and coaching on M&E for diverse stakeholders.
  • Excellent data analysis and reporting skills, including use of Excel and/or software such as KoboToolbox, Power BI, or similar.
  • Strong English and Khmer communication skills (written and verbal)
  • Desired Skills & Experience
  • Prior experience working in Cambodia or Southeast Asia, with understanding of labour rights or civil society engagement.
  • Experience working with community-based organisations or trade unions on participatory monitoring approaches.
  • Familiarity with monitoring creative and arts-based activities, such as theatre or digital storytelling.
  • Understanding of gender-sensitive and inclusive M&E frameworks, particularly for tracking outcomes for women and marginalised group.
 
 

Project Manager

Position Summary

Purpose of the Role

The Project Manager will lead a dynamic, cross-sectoral team to deliver the CIVIC-LABOR project, ensuring timely, high-quality implementation across all workstreams. As the key focal point for coordination, the Project Manager will oversee planning, execution, and monitoring of project activities in line with approved timelines, budgets, and quality standards. They will manage relationships with a diverse range of partners—including independent trade unions, civil society organisations, and arts-based groups—and facilitate collaboration with relevant stakeholders, including representatives from the private sector and relevant ministries. The Project Manager will play a central role in driving delivery across the project’s key pillars: worker empowerment, organisational capacity strengthening, and collaborative advocacy, with a strong emphasis on mental health, responsible business conduct, and the integration of creative, participatory methods.

  • Project Leadership and Delivery
  • Provide strategic and operational leadership to ensure timely and effective implementation of all project activities in line with approved work plans, budgets, and quality standards.
  • Lead the development and execution of detailed activity plans, risk mitigation strategies, and performance monitoring frameworks.
  • Team Management and Coordination
  • Supervise and support a cross-functional team of staff and consortium partners, fostering collaboration, accountability, and high performance.
  • Facilitate regular coordination of meetings and ensure effective communication between all implementing partners.
  • Stakeholder Engagement
  • Build and maintain productive working relationships with civil society partners, independent trade unions, arts-based organizations, private sector actors, and relevant government bodies.
  • Lead the capacity-building efforts across the consortium members and coordinate with relevant teams the follow-up actions.
  • Represent the project in relevant coordination forums, stakeholder meetings, and advocacy engagements.
  • Monitoring, Evaluation, and Reporting
  • Collaborate closely with the M&E Focal on the project to ensure progress against the indicators.
  • Lead the preparation of donor reports, internal progress updates, and learning outputs, ensuring clarity, accuracy, and alignment with donor expectations.
  • Financial Oversight and Compliance
  • Work closely with the finance team to manage project budgets, ensure cost-effectiveness, and monitor expenditure against planned activities.
  • Ensure compliance with donor requirements and organisational policies, including procurement, safeguarding, and financial procedures.
  • Learning and Adaptation
  • Promote a culture of continuous learning and adaptive management, drawing from project monitoring, field-level feedback, and stakeholder input.
  • Support the documentation and dissemination of lessons learned, good practices, and innovative approaches (e.g., arts-based advocacy and mental health integration).
  • Risk Management
  • Identify and proactively manage operational, reputational, and contextual risks to ensure uninterrupted project implementation.
Requirements - Skills, Qualifications, Experience
  • The ideal candidate will bring a combination of strategic leadership, experience managing multi-stakeholder programmes, and a strong commitment to social justice, worker rights, and civil society strengthening. They will be adept at navigating complex operating environments and driving high-quality delivery through collaborative partnerships.
  • Required Experience
  • Master's degree in international development, Public Administration, Social Sciences, or related field.
  • Minimum of 7 years of progressive project management experience in the development or humanitarian sector, including direct responsibility for overseeing multi-stakeholder partnerships or consortiums.
  • Demonstrated experience managing complex projects involving civil society strengthening, labour rights, or advocacy initiatives.
  • Proven ability to lead diverse teams, coordinate across organisations, and manage relationships with a range of stakeholders including government, civil society, and private sector actors.
  • Strong skills in project planning, financial management, and results-based reporting, including familiarity with donor compliance requirements (EU, USAID or similar donors).
  • Excellent written and verbal communication skills in English and Khmer
  • Desired experience
  • Familiarity with mental health programming, participatory methods, or creative approaches such as theatre, storytelling, or citizen journalism within development work.
  • Experience engaging with trade unions, labour organisations, or private sector actors on responsible business conduct or decent work standards.
  • Knowledge of gender-transformative programming and inclusion of vulnerable or marginalised groups, including migrants and women workers.
