Hagar International Foundation is a Swiss-registered international NGO, established in Cambodia since 1994. We are an organization primarily focused on specialist services for individuals who have survived extreme abuse. We work with individuals who have endured severe mental and/or physical trauma as a result of to human trafficking, domestic violence or sexual assault. Over the past two decades, Hagar has earned a reputation for working with the “toughest cases” such as the young children, adolescents, and those repeatedly abused. Increasingly Hagar is also developing research, leading advocacy and building the capacity of other organizations, to improve prevention and strengthen after-care services. With over 28 years of experience, HAGAR Cambodia has transformed into an internationally renowned leader in recovery services for survivors of human trafficking, slavery, gender-based violence (GBV), and abuse.

Hagar's unique approach is The Whole Journey. The Whole Journey approach starts with a survivor, an individual who has experienced severe trauma because of human trafficking, slavery, and abuse. From the moment a survivor enters our care, we employ Trauma-Informed Care principles to respond with care and compassion, assess their needs, and provide individualized services to help them heal. Services include providing a safe place to live, counselling, family support, legal support, education, and economic empowerment support. We don’t have a set timeframe for how long we work with a survivor. We do whatever it takes, for as long as it takes, to make sure they will not be re-traumatized or re-victimized again. All Hagar projects applied the Whole Journey approach. Since this approach has been implemented for many years in Cambodia, we have seen many transformations in the lives of the survivors we supported.

Marketing and Communication Officer

Position Summary

The Marketing and Communication Officer play a vital role in strengthening Hagar Cambodia's brand visibility, storytelling capacity, and stakeholder engagement. This position supports the Cambodia Country Office Management (CoM), fundraising initiatives, media relations, and serves as the primary liaison with Global Marketing and Communications (MarCom) for content development and dissemination. The officer will be responsible for creating compelling narratives that showcase Hagar's impact, managing digital platforms, producing multimedia content, and ensuring consistent brand representation across all communication channels. This role requires a creative professional with strong writing, editing, and design capabilities who can effectively translate program outcomes into engaging stories that resonate with diverse audiences including donors, partners, beneficiaries, and the wider community.

Qualifications:
  • Bachelor's Degree in marketing, Communications, Journalism, Media Studies, Public Relations, or related field
Work History:
  • Experience in marketing, communications, or related roles for 2 to 3 years
Skills & Knowledge:
General & Technical Skills
  • Experience working with NGOs or development organizations is highly desirable
  • Demonstrated experience in content creation, storytelling, and social media management
  • Portfolio of previous work demonstrating writing, design, photography, or video production skills
  • Experience in donor communications or fundraising support is an advantage

Counsellor

Position Summary

To facilitate emotional and psychological healing for clients participating in Hagar programs through the provision of professional counselling, trauma-informed care, and therapeutic interventions. The Counsellor supports clients in addressing the impacts of trauma, strengthening resilience, enhancing wellbeing, and promoting recovery and reintegration.

Success in this role requires close collaboration with Case Managers, Legal and Protection team, Economic Empowerment staff, Case Management Quality Assurance officer, caregivers, foster families, biological families, and other relevant service providers to ensure holistic, coordinated, and client-centered support. The Counsellor works closely with internal teams and external partners to assess client needs, develop appropriate intervention plans, provide counselling and psychoeducation services, and facilitate referrals to specialized services when required.

This role contributes to ensuring that clients receive comprehensive care that promotes safety, healing, empowerment, and long-term wellbeing while maintaining professional, ethical, and trauma-informed standards of practice.

Duties & Responsibilities:
  • Provide professional counselling, trauma-informed therapy, psychoeducation, and capacity-building support to clients, caregivers, and family members to promote recovery, resilience, emotional wellbeing, and successful reintegration. Support clients through legal and court processes as required, ensuring they are informed, prepared, and emotionally supported.
  • Maintain accurate, complete, and timely counselling documentation, including client files, assessment records, treatment plans, counselling case notes, and progress reports within the Client Management System (CMS). Develop and adapt counselling tools, resources, and session materials to meet clients’ therapeutic needs.
  • Conduct comprehensive assessments using approved psychosocial and mental health assessment tools to identify client needs, develop individualized treatment and intervention plans, monitor progress, and evaluate outcomes. Collaborate with the Case Management team in conducting intake assessments, risk assessments, and multidisciplinary case planning.
  • Contribute to the capacity development of clients, caregivers, colleagues, partners, and community stakeholders through training, mentoring, coaching, and awareness-raising activities related to psychosocial wellbeing, trauma recovery, child protection, and mental health.
  • Actively participate in clinical supervision, case reviews, group supervision, systematic case consultations, case conferences, self-care initiatives, and professional development activities. Engage with the technical team to strengthen clinical competencies, maintain professional standards, support staff well-being, and ensure the quality and effectiveness of counselling services.
  • Collaborate closely with Case Managers, Economic Empowerment staff, caregivers, families, external service providers, and relevant stakeholders to ensure coordinated, holistic, and survivor-centered support that promotes safety, healing, empowerment, and long-term wellbeing

Case Manager

Position Summary

To provide high-quality, trauma-informed case management, therapeutic support, and economic empowerment services to Hagar clients through comprehensive assessment, individual care plan, service implementation, coordination, monitoring, and evaluation of individualized care plans. The Case Manager ensures survivors receive holistic, survivor-centered support that promotes safety, recovery, resilience, reintegration, and long-term wellbeing.

The role also involves facilitating prevention and awareness-raising activities for stakeholders, community members, and relevant partners as needed. In collaboration with NGO partners and service providers, the Case Manager contributes to resource mobilization, service mapping, referral pathways, and multi-sectoral coordination to ensure clients have access to appropriate and timely support services. Case Manager is responsible for maintaining professional standards, accurate documentation, and effective case management practices while performing other duties and responsibilities as assigned by the Program Coordinator (PC).

Duties & Responsibilities:
  • Comply with standards and models of the best practice of case management.
  • Maintain the case records of the clients and document in clients’ files in a timely manner and ensure that case files are up-to date.
  • Communication and development
  • Meet regularly with Case Management Team/PC for supervision.
  • Work with clients in creating business plans to apply for microfinance loans or grants and work with them on financial management.
  • Coordinate Foster Care Family to support emotion, solving problems, encouraging them to be positive parenting.

Trauma-Informed Care Assistant Volunteer

Position Summary

The Trauma-Informed Care Assistant Volunteer will support the Trauma-Informed Care (TIC) team in implementing program activities, training coordination, administration, and logistical arrangements, and sometimes providing psychological support through phone/physical to two/three survivors or stakeholders (participants/trainees) as required.

Duties & Responsibilities:
  • Support TIC team in facilitating and logistics for training, workshops or any learning sessions.
  • Assist in communicating and coordinating with stakeholders.
  • Participate in provincial travel and field activities as required to support program implementation.
  • Support TIC Administration.
  • Provide psychological support, psychoeducation or basic counselling for two/three Hagar’s clients / stakeholder.
  • Perform other tasks assigned by the supervisor or TIC team.
Expected Profile of Candidates
Languages:
  • English - Good is preferred
Qualifications:
  • Undergraduate Degree in Year 3 or Year 4 undergraduate student
  • Master's Degree in psychology or related fields, including counseling, psychotherapy, social work, education, mental health, community development, or social sciences.
Skills & Knowledge:
General & Technical Skills
  • Knowledge of or interest in trauma-informed care, mental health, psychosocial support, counseling, psychotherapy, or psychology is preferred.
  • Previous experience in facilitation, training support, volunteering, student leadership, community engagement, or group activities is an advantage.
  • Ability and willingness to travel to provinces and support activities outside Phnom Penh when required.
  • Basic computer skills, including Microsoft Office applications, email communication, and online meeting platforms.
  • Ability to read, write, and communicate in English is preferred.
