BACKGROUND: The Transforming Lives Through Nutrition (TLTN) program is a collaborative initiative funded by a grant and spearheaded by Helen Keller Intl, Vitamin Angels, and iDE. This program is designed to improve the nutrition of underserved pregnant women, infants, and young children globally.

The primary goal of TLTN is to enhance maternal and child health by delivering proven nutritional interventions and strengthening health and food systems, focusing on the critical first 1,000 days (from conception to age two).

In low- and middle-income countries (LMICs), women and children are disproportionately affected by malnutrition. Inadequate nutrition during pregnancy and early childhood lead to adverse health outcomes, diminished well-being, and an increased risk of mortality. Despite the existence of effective interventions, many remain inaccessible due to weak health and food systems. Additionally, the marketing of unhealthy, ultra-processed foods worsens the nutrition crisis, particularly among women and children. This has resulted in a global undernutrition crisis with far-reaching implications for future generations

In response, the TLTN program seeks to collaborate with governments to enhance the capacity of local health and food systems to deliver evidence-based, lifesaving nutrition interventions. Over five years, the program will operate across 12 countries in Africa and Asia, aiming to reach 2.6 million pregnant women and 12 million children.

The health system component focuses on improving the quality and coverage of five critical interventions:

  1. Prenatal supplementation.
  2. Vitamin A supplementation and deworming.
  3. Prevention and treatment of acute malnutrition.
  4. Promotion of breastfeeding and maternal diet.
  5. Improved complementary feeding practices.

Food systems efforts will support agricultural production, supply chain development, and Water, Sanitation, and Hygiene (WASH) initiatives to ensure the availability of nutritious foods and clean water.

NATURE OF SERVICES: The consulting firm is expected to conduct a comprehensive baseline survey to assess the current status of maternal and infant feeding and dietary practices, micronutrient supplementation, climate -smart agriculture practices, supply chain development, and WASH practices in Cambodia. This survey will serve as the foundation for monitoring and evaluating the effectiveness of the TLTN program interventions, ensuring that the project’s objectives are met. The consulting firm will collaborate closely with Helen Keller Intl, Vitamin Angels, and iDE to gather and analyze data that

will provide insights into the health and food systems' capacities to deliver critical nutrition interventions across the country.

DURATION and TIMEFRAME: (45 days) December 2024 - February 2025.

SCOPE OF WORK

The consultant will undertake the following tasks:

  1. Document Review and Team Meetings
  2. Development of a Detailed Work Plan
  3. Recruitment and Training of Data Collection Team
  4. Logistical Arrangements
  5. Data Collection and Quality Control
  6. Data Analysis and Reporting for Baseline Survey
  7. Presentation of Baseline Findings
  8. Baseline Survey Progress Report

Bidder Eligibility

  • QUALIFICATIONS:
  • The consultant must have:
  • Master’s degree in public health, quantitative research, health Research, or other relevant field.
  • Minimum of 7 years experience in quantitative research and expertise in health research, agriculture, WASH, or other relevant health and nutrition field.
  • Experience in establishing and guiding field data collection plans.
  • Experience in training and supervision of data enumerators.
  • Strong analytical skills and proficiency in quantitative analysis software (preferably STATA).
  • Track record of publication of similar research.
  • Strong analytical and writing skills in both English and Khmer.
  • Oral proficiency in English and Khmer.

  • Three references who may be contacted by Helen Keller Intl. These references should be clients or employers for whom you have provided similar services.
  • A table of related costs (including tax) for the services that you/your company is interested in and can offer based on the above activities.
  • A confirmation of availability, including your earliest possible starting date.

Eligible firms may submit their proposal in one of two ways:

  • Electronically: Sign, stamp, scan and send the proposal as an attachment in PDF format to the email address.
  • Hard copy: Submit the proposal with a cover letter signed and stamped to Helen Keller’s office, addressed to Mr. Hou Kroeun, Country Director. The office is at address provided in the contact details.
  • Proposal Submission Deadline: November 27, 2024 (5:00 PM)

EVALUATION and AWARD PROCESS

This RFP is open to all persons or entities deemed capable of implementing the scope of work and have a solid record of integrity and business ethics.

The award will be given to the person or firm representing the best value to the project and Helen Keller Intl, Vitamin Angels, and iDE. Price, delivery, technical proficiency and past performance are equally important for evaluating and selecting the “best value” awardee.
