Livelihood Specialist
Reports to: Site Manager with technical support provided by the Livelihoods Manager
Location: Srae Ambil, Koh Kong Province
JOB SUMMARY:
The Livelihoods Specialist is responsible for support Grant Technical Coordinators (GTCs) and Community Based-Organizations (CBOs) in planning, implementing, and reporting on activities to increase income generation from sustainable livelihoods for Prey Lang Extended Landscape (Kampong Thom, Preah Vihear, Stung Treng and Kratie) and KK (Koh Kong and Kampong Som) province. The Livelihoods Specialist will enhance the quality of livelihood programming throughout the project cycle through engaging with internal and external stakeholders including project partners, private sectors (agribusiness, tourism), tour operators, service providers and national and subnational government.
The Livelihood Specialist will utilize their knowledge of local and global market trends to promote innovative approaches to livelihood production through the market system approach. This includes activities such as tourism, payment for ecosystem services (PES) schemes, environmentally friendly agriculture, aquaculture processing, and sustainable non-timber forest products (NTFP). These initiatives will be implemented within Community Fisheries, Community Protected Areas, Community Forestry, Producer Groups and other communities.
The Livelihood Specialist reports to the Site Manager with technical support provided by the Livelihoods Manager.
- Project Implementation:
- Prepare workplan, implement and monitor livelihood activities in collaboration with landscape field staff and partners to meet project targets for improved income generation to community-based organizations (CBOs) and Producer Groups in target areas.
- Assist GTCs to conduct CBOs assessment for CBOs proposal development.
- Enhance the quality of livelihood programming through innovation techniques, market system analysis, and beneficiary consultation.
- Conduct training and/or engage with potential service providers or private sectors to build capacity to CBOs or Grant Technical Coordination (GTC) on tourism, environmentally friendly agriculture, PES schemes, NTFPs and aquaculture processing to fulfill market requirement.
- Support the designing, implementation, monitoring and evaluation of Livelihoods program activities in target areas of Community Based Ecotourism (CBET), environmentally friendly agriculture, sustainable NTFPs, aquaculture processing with a focus on skills building, income generation capacities, and products that meet market demand.
- Prepare and maintain up to date work plan and expenditures plans, in line with project and budget documents.
- Ensure timely and technically sound planning of activities, with attention to detail, including budgets.
- Internal and external stakeholder engagement and coordination:
- Engage with diverse stakeholders and maintain innovative and effective partnerships with community, local and national government, private sectors, tour operators, service providers, GTC and USAID Conserve staff to support improved livelihoods.
- Update working agreements and maintain effective working relationships with key government ministries and departments.
- Provide day to day technical support to the GTC/CBOs, including coaching and capacity building.
- Support the facilitation of donor visits to project sites as appropriate time.
- Monitoring, Evaluation and Reporting:
- In coordination with Monitoring, Evaluation and Learning (MEL) staff, establish and maintain a monitoring system to ensure precise information on livelihoods activities at each site.
- Contribute to refining of data collection, monitoring, and reporting tools and to the harmonization of livelihoods methodologies and tools across the project.
- Contribute to regular and timely updates and reports for livelihoods projects.
- Assist the MEL team in designing and implementing surveys and assessments related to livelihoods programming according to project indicators, when needed.
- Support the establishment and improvement of beneficiary accountability mechanisms in relation to livelihoods activities.
- Assist communication team to conduct success stories and other communication materials.
- Bachelor's degree in Fishery and Aquaculture, Tourism, Rural Development, Natural Resource Management, or a related field.
- At least five years of experience working with NGOs, private sector, and developing innovative partnerships related to tourism, marine fishery processing, environmental-friendly agriculture, credit conservation scheme and sustainable NTFP.
- Previous experience working on livelihoods in coastal, marine conservation, community development, a market system approach and CBO grant is highly desirable.
- Demonstrated understanding of global and local market trends relevant to tourism, environmental-friendly agriculture, aquaculture, NTFP value chains and PES.
- Extensive experience in training community members and community organizing.
- Excellent written and spoken English and Khmer.
- Demonstrated time management skills.
- Good teamwork and interpersonal.
- Advanced computer skills including proficiency in the MS Office package.
Livelihood Officer
Reports to: Livelihoods Specialist
Location: Preah Vihear office
JOB SUMMARY:
The Livelihood Officer, based in Preah Vihear office, will support Livelihoods Specialist to implement sustainable livelihood development in communities in and around Prey Lang Extended Landscape and Tonle Sap Lake zone 3. The Livelihood Officer will work to interventions including sustainable agriculture development (Ibis Rice & SRP), Community-Based Eco-Tourism (CBET), aquaculture processing group, market chain development, sustainable NTFP development, support and market promotion of Community Based Eco-Tourism (CBET), agro-forestry, credit conservation scheme and capacity building of community institutions. He/she will report to Livelihoods Specialist in the Preah Vihear office and work closely with PVH team and Grant Technical Coordination (GTC) to support and monitor the delivery of livelihood activities under USAID Conserve Project. This position will also receive technical guidance and support from the Livelihood Managers in Phnom Penh and Livelihoods Specialist based in Preah Vihear province.
The Livelihood Officer in addition to assist with livelihood team to ensure the success of the livelihood portfolio, is responsible for monitoring, evaluating and leading the project toward achievement of the investment target:
The Livelihood Officer will also assist with Livelihoods Specialist to support data collection in monitoring, evaluating, and achieving of GTCs in Preah Vihear site.
- Working with the Livelihoods Specialist and other team members to support project activities.
- Provide and/or coordinate necessary technical support for various livelihoods initiatives such as: group formation and support, market chain valuation analysis and support, agricultural improvements (Ibis Rice & SRP), aquaculture processing, NTFP processing improvements, CBET development, credit scheme for conservation, agro-forestry and others as determined by the project teams.
- Assist GTCs to conduct CBOs assessment for CBOs proposal development.
- Work with the Livelihoods Specialist to produce reports as required.
- Work with USIAD Conserve team to support the oversight and management of livelihood activities with GTCs.
- Work with USAID Conserve team ensuring community compliance with conservation and livelihood agreements/contracts.
- Coordinate with all GTCs to ensure all livelihoods activities are achieved as planned.
- Help Preah Vihear team to arrange village, commune, district and provincial meetings and workshops or other event organized by USAID Conserve project.
- Provide day to day technical support to the GTC/CBOs, including coaching and capacity building.
- Support the facilitation of donor visits to project sites as appropriate time.
- Assist to conduct awareness raising related to project activities.
- Conduct or oversight training to community committees/groups.
- Work with landscape team ensuring community compliance with conservation and livelihood agreements/contracts.
- Collaborate with Site Manager and Livelihoods Specialist to make sure that Community Based Organizations (CBOs) members are in adherence to the PA law, regulation, conservation principles and community by-laws.
- Work with USAID Conserve team in the collection, collation, and analysis of Monitoring & Evaluation data.
- In collaboration with Livelihoods Specialist support donor specific data entry and narrative reporting requirements.
- Assist communication team to conduct success stories and other communication materials.
- Any other work assignments, duties, and/or functions as USAID Conserve or its management may designate or instruct during its operation, which may include assignments, duties, and/or functions that vary from the above.
- Bachelor's degree in Rural Development, Natural Resource Management, Tourism, Agriculture or a related field.
- At least three to five years of experience working with NGOs, private sector, and developing innovative partnerships related to tourism, environmental-friendly agriculture sustainable NTFP, and aquaculture processing.
- Previous experience working on community development, a market system approach and CBO grant is highly desirable.
- Demonstrated understanding of global and local market trends relevant to tourism, environmental-friendly agriculture, aquaculture, NTFP value chains and PES.
