Literacy Program Officer, IDTS (1 Position)

Position Summary

Work location: Country Office Phnom Penh

Position Overview

The Literacy Program Officer is a member of the Instructional Design and Teacher Support Unit (“IDTS”). He/she is responsible for supporting Sr. Program Officer to lead the Technical Working Group to adapt/develop the national In-service Library Package to integrate in the national pre-service core syllabus and use in the national pre-service program across the country. These include the development of the implementation plan, coordinate with relevant MoEYS departments, TWG and NGOs to ensure reviewing/adapting of materials, developing training materials, ToTs training and support the training delivery to teacher trainers at the Teacher Training Colleges. This position will also be responsible for adapting/developing some materials to train the District Resource Persons (DRP) and to train the relevant Room to Read staff such as Literacy Facilitators, etc. on supporting the DRPs. He/she requires to travel to observe the pre-service work in the Techer Training Colleges. This position will report to the Senior Program Officer.

Expectations - Duties, Responsibilities
  • Support in developing a national pre-service syllabus on the national primary school library package.
  • Provide technical assistance to the MoEYS and other partner in developing a national pre-service syllabus on the national primary school library package
  • Under the support from Sr. LPO, work in partnership with the MoEYS to design a plan to integrate the syllabus into the pre-service curriculum
  • Assist Sr. LPO in developing a concept note and milestones for a project: "Pre-service Library Integration for Scale Project" for supporting the MoEYS to integrate the new adopted library standard-operation manual into the pre-service teacher training.
  • Support MoEYS to establish a TWG to implement the pre-service library integration for scale project and then TA leads the TWG to revise the curriculum and modules.
  • Under the support from Sr. LPO, Share first and second draft of revised curriculum and modules with MoEYS and key stakeholder through a national consultation workshop.
  • Coordinate with TWG to support the MoEYS in leading the adjustment of curriculum and module based on the agreed findings from the project end-line evaluation.
  • Coordinate/ Organize necessary meeting and documented the result
  • Strengthen the national pre-service system by conducting ToTs to train 30 national trainers on the primary school library syllabus
  • Under the support from Sr. LPO, Coordinate with TWG to lead the ToT training for approx. 10 Core Trainers at national level. RtR will work with MoEYS to identify the 10 core trainers during the project planning phase.
  • Supports Core Trainers to deliver orientation/training on library curriculum and modules to Pre-Service lecturers/trainers at all 3 TTCs and 18 PTTCs across Cambodia
  • Provide support to TWG and Core Trainers to support teacher trainees to conduct their teaching practicum for enhance their knowledge and skills for library management and activities.
  • Leads a project end-line evaluation after teaching practicum ends
  • Organize support coaching visit from National Core Trainers to PTTCs & TECs.
  • Observe and identify areas for improvement

  • Document all the relating document in appropriate manner and safe
  • Prepare technical report including budget monitoring
  • External Coordination and Networking
  • Support the Sr. LPO to liaise with MoEYS and the technical working group
  • Liaises with other NGOs running similar programs to identify areas of knowledge sharing and possible collaboration.
Requirements - Skills, Qualifications, Experience
  • Required:
  • A bachelor’s degree in Education or a related field of study, or equivalent experience
  • A minimum of 5 years of professional experience
  • Experience with reading/literacy or learning improvement programs
  • Excellent knowledge and understanding of teaching methodologies, curriculum and teacher training at primary stage
  • Experience with library programming (e.g. book leveling, library management, reading/library activities that instill a habit of reading in children).
  • Experience developing educational learning materials for students or teachers at the primary stage
  • Experience developing and conducting training programs for teachers
  • Experience in developing and implementing programmatic improvements
  • Strong planning, supervising, and program development skills
  • Understanding of monitoring, evaluation, and process documentation
  • Prior success working closely and building relationships with diverse groups of people and organizations
  • Ability and desire to travel frequently to visit school sites
  • Excellent verbal and written communication skills in English
  • Ability to juggle multiple priorities simultaneously
  • Preferred:
  • Experience teaching at the primary stage
  • Experience in developing and conducting on-site school support and coaching initiatives for teachers
  • Development and use of observation and other monitoring tools and practices to assess progress of primary school interventions
  • Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead
  • Prior track record of achieving results in a fast-paced, growth-oriented global or regional organization
 
 

Girls’ Education Program Associate (1 Position)

Position Summary

Work location: Banteay Meanchey Field Office

Position Overview:

The Girls’ Education Program Associate (GEP PA) will be responsible for carrying out all activities for Room to Read’s Girls’ Education Program including surveying, program implementation, program visit and follow up, monitoring, training, program reporting. This position will involve frequent travel to assigned Room to Read province of assigned targets, as well as regular interaction with students and teachers, school director, POE and DOE officials for implementing the Program. The position will report to the Girls’ Education Program Officer.

Expectations - Duties, Responsibilities
  • Leads the implementation of collecting application and selection process of Girls’ Education (GEP) scholarship girls. Evaluate application received, conduct home interviews and make recommendations for final selection.
  • Conducts program orientation to girls, parents and stakeholders on GEP selection so that they are fully aware of program objectives and are supportive to program activities.
  • Conducts meetings and provide coaching to scholarship girls to monitor their progress, inspire them towards academic success, dealing with family issues and other issues as they may arise.
  • Gathers statistics (attendance, grades, dropout rate, etc) and information for the girls’ scholarship yearbook on an annual basis.
  • Organizes and coordinates award ceremonies, educational camping, and other extracurricular activities at all target schools.
  • Supervises the work of Social Mobilizer (SM) such as meeting, provide coaching and day-to-day guidance, ensuring that SM provides update/report on status, well-being and schooling performance of scholarship girls
  • Conducts randomly regular home visit to meet with parents face to face and discuss on general situation or concerns that may affect to the scholar’s study. This can also ensure and monitor the quality of SM performance from day to day at the village level.
  • Visits or conducts meeting with the schools or educational institutions as required in order to follow up on the scholars’ performance and progress
  • Organizes and coordinates the distribution of scholarship materials to the scholarship girls
  • Supports supervisor in preparing GEP program reports by filling the Spreadsheet Format: monthly progress report, quarterly provision of information for updating Global Solution Database (GSD), girls’ year book report.
  • Delivers training to girls, communities on specific topics assigned or discussed with supervisor.
  • Gathers training documents and submits to supervisor on quarterly basics.
  • Documents best practices which observed during field visits and meeting.
  • Performs other duties as assigned by Supervisors
  • External Coordination:
  • Establishes and manages relationships with other NGOs, government officials at district and provincial level and local educational authorities.
  • Attends donors’ affairs including hosting donor site visits and documenting anecdotes that evolves through field work.
Requirements - Skills, Qualifications, Experience
  • Required
  • Bachelor Degree in Sociology, Psychology, Education Management, and or English
  • Minimum 2-3 year of relevant experience such as community engagement and development
  • Minimum 2 years of experience working with youth and children in a formal or non-formal educational setting such as training, coaching, mentoring and problem solving
  • Good verbal speaking and written communication skills in English and Khmer
  • Computer literacy: MS Word, Excel, Power Point, Internet and Email
  • Ability to travel to target schools using motorbike
  • Preferred:
  • Prior experience living and/or working in rural areas especially at desired target areas
  • High commitment and trustworthy
  • Prior experience working with schools, teachers, administrators and government officials
  • Attend the training course on Psycho-social, Human Rights, Conflict resolution, Prevention of Domestic Violence
  • Knowledge in basic project management, budgeting, and administration/finance
  • Ability to travel frequently to provinces and working in the field
