The One Health 4 Cambodia (OH4CAM) project aims to establish a comprehensive and sustainable One Health (OH) framework in Cambodia to address antimicrobial resistance (AMR), zoonotic diseases (ZDs), and emerging infectious diseases (EIDs) in Cambodia. The OH4CAM project approach involves coordination and collaboration across public health, veterinary medicine, and environmental management for health system strengthening and disease surveillance and prevention. Cambodia is uniquely positioned to serve as a demonstration of OH success, with strong commitment from the Royal Cambodian Government. The One Health Inter-Ministerial Coordinating Committee (IMCC-OH) represents a significant step forward in Cambodia's approach to foster collaboration between various ministries and stakeholders to tackle the above-mentioned human, animal and environmental challenges, which are currently emerging in the country and globally. The OH4CAM project, funded by KfW in the form of a EUR 34 million investment package over a 5-year period, will assist the three Ministry of Health (MOH), Ministry of Agriculture, Forestry and Fisheries (MAFF), and Ministry of Environment (MOE) to identify prioritized interventions in Cambodia. This architecture aims to establish and implement a comprehensive, sustainable, operational, and effective OH framework in Cambodia, demonstrating readiness to respond to AMR, ZDs, and EIDs.

The Center for Health and Social Development (HSD) is a Cambodian non-profit organization established in 2012 to expand access to high-quality health and social interventions. HSD implements various health research and service delivery projects, including those related to malaria, TB, and One Health covering biosafety, and biosecurity.

Position Summary

The position is for Ministry of Environment (MOE)

Duty Station and Duration

  • Duty Station: at respective Ministries, Phnom Penh, Cambodia
  • Duration: Initial 12 months, renewable subject to performance and funding

Purpose of the Position

To provide technical support the Environmental Microbiology Laboratory to ensure accurate, reliable, and timely microbiological analysis of environmental samples. The position ensures compliance with laboratory operations run efficiently, and in alignment with quality standards, biosafety, environmental regulations and organizational standards. The position also serving as the central point of coordination for lab-related activities for MOE’s OH4CAM.

Reporting & Supervision

  • Reports to: MoE-OH Project Director, MoE-OH/PMU (PIA) and IMCC-OH Secretariat
  • Functional coordination: MoE-OH/PMU (PIA), GDEP/MoE and PIC.

Duration & Level of Effort

  • Duration: Initial appointment of 12 months, renewable subject to performance and funding
  • Duty Station: will be based at GDEP/MoE and at PIC office when necessary
Duties & Responsibilities:
  • Key Responsibilities of a Laboratory Focal Point focus on overall supporting daily for Microbiology laboratory of MoE and perform work under the direction of the project leader at MoE while ensuring quality, safety, and effective coordination:
  • Coordination and capacity building
  • Support training, capacity building, and knowledge sharing activities related to environmental microbiology analysis. Coordinate daily project-related laboratory activities and ensure workflows are organized and efficient. .
  • Technical support, quality control and assurance
  • Provide technical guidance on microbiological analysis related to water, wastewater, soil, sludge, and environmental samples andsupport implementation of laboratory quality management systems, including standard operating procedures (SOPs), internal quality control, proficiency testing programs,
  • monitor laboratory procedures to ensure accuracy and consistency of results, and ensure all work follows established protocols and standards.
  • Data management and reporting
  • Maintain laboratory records, sample tracking systems, and documentation in accordance with laboratory standards and accreditation requirements to ensure accurate recording, validation, and timely reporting of laboratory results to relevant departments and project.
  • Inventory and resource management
  • Track laboratory supplies, reagents, and equipment; manage stock levels prevent shortages and coordinate laboratory equipment operation, calibration, maintenance, troubleshooting.
  • Documentation and record-keeping
  • Develop sop for record keeping and maintain up-to-date record, compile, analyze, and report laboratory test results accurately and in a timely manner.
  • Procurement
  • Prepare annual work plans, budgets, procurement requests, and progress reports related to laboratory activities and gather all procurement-related documentation, technical inputs, reviews for the procurement of lab-related equipment, reagents, and supplies associated with the OH4CAM project, in close coordination with the PIC procurement team and the IMCC-OH Secretariat’s Procurement and Finance Coordinator.
  • Communication and liaison
  • Act as the main point of contact between the laboratory team, management, and external partners for all OH4CAM-related activities. Serve as day‑to‑day MOE-OH-PMU liaison with IMCC-OH Secretariat, PIC, MAFF, MOH, and partner institution (TZW).
  • Other tasks
  • Perform other duties assigned by the One Health project leadership at MOE/GDEP
  • Work closely with MOE laboratory Director, MoE-OH-PMU for OH4CAM PIC and others relevance stakeholder of OH4CAM activities as required.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Good
Qualifications:
  • Bachelor's Degree in Biological Science, Medical Laboratory, Bio engineering, Environmental Health, Public Health, or related field
Work History:
  • Biology laboratory, particularly in antimicrobial resistance (AMR) and microbiological analysis for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Preferably experience working closely with the government institutions and multidisciplinary team
  • Strong document management, daily facilitation, strong professional skills and minute‑taking skills
  • Understanding of government administration procedure, particularly MoE is advantageous.
  • Native Khmer speaker and working English.
  • Khmer citizen
