The Solidarity Center is the largest U.S.-based international worker rights organization. Project Background

The Solidarity Center (SC) is undertaking a five-year, USAID-funded program (September 2019-September 2024) entitled “Labor Rights in Cambodia (LRIC)”. The LRIC program is being implemented in collaboration with trade unions and civil society partners, focusing on four key objectives: improved labor rights protections; improved representation of workers interests in targeted sectors/industries; strengthened linkages among labor, business and civil society; and increased effectiveness of labor relations systems. Scope of work

The SC is looking to engage a software company/team to build the LITD (English language), based on an outline provided by the Solidarity Center. Organizations can contact Solidarity Center for more information including an example diagram. The LITD must be a living database, preferably cloud-based, that can be updated or justified (if any technical errors), and must include a way for the SC to input, organize, track data, export data (via Microsoft Word, CSV, Excel, PDF, etc.). Ideally the database will have the potential to integrate with a global SC database (if any in the future) and other public-facing platforms which may benefit from accessing information about labor incidents. . The organization must also provide a user guide/manual as well as provide training to key staff on the database use.

Project timeframe

The project should commence by March 20, 2023 with the database ready for use no later than July 3, 2023.

Bidder Eligibility

  • Organization specification
  • Extensive experience in designing software and databases for NGOs and non-profit organizations
  • Knowledge of web-based databases
  • Development team members fluent in both English and Khmer
  • Experience in providing sessions of coaching and training on database use
  • Knowledge of Cambodian unions and labor issues (preferred)

Submission Requirements

Interested parties should submit a proposed cost with their application. The proposed budget including database development, licenses (if needed) and user training should be no more than USD 20,000 (including VAT).

  • A proposal concept for the LITD’s key functionality and how it will be designed.
  • A tentative work plan, timeline with indicative budget
  • A sample of previous similar work relevant to database design
