Announcement Description

The Society for Community Development in Cambodia (SOFDEC) is a Cambodian non-governmental organization founded in 2006. During the 3 year-period (2024 to 2026), SOFDEC has implemented the education improvement project entitled Komar An II, under financial support from CO-OPERAID (Switzerland). The overall goal of Komar An II is Improving quality of early childhood and primary education for children in Samaki Meanchey district (Kampong Chhnang province).

Komar An II has been implemented in 21 partner schools; 9 partner primary schools and 12 community kindergartens. The project has been working directly with 2,199 students and 45 school teachers totally in the academic year 2024. In 2025, Komar An II directly benefited 2,319 persons (students, teachers, family members and SSC) of partner schools and indirectly benefit approximately 11,556 persons in the catchment areas.

Komar An II will come to an end by December 2026. SOFDEC is looking for the national evaluation consultant to conduct the project evaluation starting from April to June 2026. The current study will also include the partial assessment of Komar An I project (specific assessment is mentioned in the Purpose of Evaluation (part II).

Summary

Purposes of evaluation

The specific purposes of project evaluation are presented as the following:

  1. To assess the project achievement based on logical framework of the Komar An II project carried out during 2024-2026 by following the OECD criteria1:

  4. Effectiveness
  5. Impact
  6. Sustainability
  7. A special focus lies on the assessment of the conditional support to students from poor families, divided into the following categories scholarships, bicycles, uniforms, school materials, and income generating projects for poor families. The assessment of these project activities follows the OECD criteria. The assessment covers both the support under the current project Komar An II and under the previous one Komar An I. Regarding the previous project Komar An I, the following questions should be addressed additionally: Are the children who received support at that time still attending school? How has the families’ livelihood condition changed?
  8. To compare the transition rates from kindergarten to primary school for both kindergarten from the current project Komar An II and those from the previous project Komar An I.
  9. To provide findings, conclusions and recommendations with respect to the overall project outcome and the special focus of the development intervention in order to draw lessons for future design and implementation.

Study site

It is requested to evaluate the project implemented in 44 partner schools (23 partner schools under Komar An I project and 21 partner schools under Komar An II project) and students’ families in the catchment areas. Partner schools of Komar An I located in Teuk Phos district and those of Komar An II located in Samaki Meanchey district. Both districts are in Kampong Chhnang province.

Submission Requirements

Methodology

The consultant shall decide on the most appropriate methods to undertake the assignment, however, considering the objectives of the evaluation, the following methods would be expected to be applied to evaluate the project, while applying a gender-sensitive and inclusive perspective.

  • Assessment of school performance from the perspective of study performance results and comparison to the performance before project implementation.
  • Assessment of SSC understanding and participation in school development comparison to their performance before project implementation
  • Focus group discussions with students as well as poor student families running livelihood project and receiving scholarships to understand ownership, economic capacity to support children and sustainability.
  • Interviews with the stakeholders (district office of education youth and sport, and commune council/village chief) to understand strength, weakness, opportunities and threats of the implemented project activities.
  • Class observation as participant observer
  • Consultative discussions with beneficiaries (staff, school directors, school support committees) to explore findings and develop consensus on recommendations.
  • Alignment of project activities with the new primary school standard policy.

It is to note that data collection for KAI will be remotely gathered via phone call or telegram.
