Head of Operations Department

Position Circumstances

Position Summary

Location: Head Office

Duties & Responsibilities:
  • Strategic Leadership
  • Support the CEO in developing and executing the company's strategic plans and business objectives.
  • Lead cross-functional teams to achieve organizational goals and improve business performance.
  • Act on behalf of the CEO when delegated.
  • Finance & Corporate Governance
  • Oversee finance, accounting, budgeting, cash flow management, and financial reporting.
  • Ensure compliance with CIFRS, tax regulations, and statutory requirements.
  • Monitor financial performance and provide recommendations to improve profitability and efficiency.
  • Operations & Business Performance
  • Oversee daily operations and ensure efficient, cost-effective business processes.
  • Manage insurance operations, including policy administration, renewals, claims, customer service, and reporting.
  • Monitor KPIs and implement continuous improvement initiatives.
  • Risk, Compliance & Internal Control
  • Ensure compliance with regulatory requirements, company policies, and industry standards.
  • Lead risk management and business continuity initiatives.
  • Maintain effective internal controls and governance practices.
  • Human Resources & Administration
  • Oversee recruitment, performance management, payroll, employee development, and labor compliance.
  • Manage administration, procurement, and company assets.
  • Foster a high-performance culture and build organizational capability.
  • Reporting & Stakeholder Management
  • Prepare and review management, operational, and financial reports.
  • Support Board, regulatory, and management reporting requirements.
  • Maintain strong relationships with regulators, partners, customers, and other stakeholders.
Expected Profile of Candidates
Languages:
  • English - Good
  • Khmer - Good
Qualifications:
  • Master's Degree is preferred
  • Bachelor's Degree in business administration, Finance, Insurance, or a related field
Work History:
  • Operations management within the insurance or financial services sector, with a preferred focus on microinsurance for 5 years
Skills & Knowledge:
General & Technical Skills
  • Strong understanding of microinsurance products, market dynamics, and regulatory environments.
  • Proven leadership skills with experience managing cross-functional teams.
  • Strong analytical and strategic thinking skill and Strong written and oral communication skills in both English and Khmer.
Soft Skills
  • Excellent analytical, problem-solving, and decision-making abilities.
  • Strong communication and interpersonal skills, with the ability to build relationships with diverse stakeholders.
 
 

Operation Support Officer (2 Positions)

Position Summary

Location: Head Office

Duties & Responsibilities:
  • Support User Acceptance Testing (UAT) activities for Operations and Finance systems.
  • Prepare test cases and test data based on business requirements.
  • Execute UAT testing and document test results, defects, and improvement recommendations.
  • Work with Operations, Finance, IT teams, and vendors to resolve identified issues.
  • Validate system calculations, accounting entries, reports, and workflows against business requirements.
  • Support system implementation, migration, enhancement, and process improvement projects.
  • Monitor and follow up on outstanding issues until resolution and user sign-off.
  • Assist in preparing operational and management reports.
  • Maintain documentation including business requirements, testing results, SOPs, and user manuals. Provide operational and administrative support to the department as assigned.
  • Perform other duties assigned by the Line Manager.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in finance, Accounting, Business Administration, Information Systems, or related fields

Senior Finance and Accounting Officer

Position Circumstances

Position Summary

Location: Head Office

Duties & Responsibilities:
  • Review sales and GL to ensure the team posts to correct GL account. Make corrections if any GL account is found from wrong account or error posting before month end closing.;
  • Prepare JV adjustment for manager approval
  • Ensure that the team posted all expenses into system before month end closing.
  • Data to be posted during month end (accrued, prepaid, payroll, provision)
  • GL review
  • System closing
  • Ensure the compliance of financial accounting standards.
  • Review detailed bill reviews to implement sound litigation management and expense control and recommend to supervisor;
  • Assist Head of Finance to develop and analyze information to assess the current and future financial status of the company;
  • Prepare financial reporting systems, accounting and collection procedures, and investment activities
  • Review collection reports to determine the status of collections and the amounts of outstanding balances.
  • Work with Admin officer for company administration and procurement
  • Prepare the data for monthly tax; annual corporate tax; and other legal documents.
  • Ensure all related accounting documents and legal files are properly per statutory regulation.
  • Work with external/internal auditor and tax officer to ensure required documents and information are ready with the deadline.
  • Perform any other duties as assigned by supervisor.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Bachelor's Degree in accounting finance, CAT pursuing ACCA.
Work History:
  • Insurance companies for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Experience in Audit would be a great advantage.
  • Good working knowledge of computer software;
  • Strong written and oral communication skills in both English.
Soft Skills

Senior Legal and Compliance Officer

Position Summary

Location: Head Office

Duties & Responsibilities:
  • Review and assess internal policies, procedures, guidelines, products, forms, marketing materials, and operational processes to ensure compliance with applicable insurance laws, regulations, regulatory guidelines, and internal policies.
  • Monitor changes in laws, regulations, and regulatory requirements issued by relevant authorities and provide timely updates, guidance, and recommendations to Management and relevant departments.
  • Conduct compliance reviews and monitoring activities to assess adherence to regulatory requirements, company policies, and established controls, and recommend corrective actions where necessary.
  • Assist in the development, implementation, and enhancement of the Company's compliance framework, policies, procedures, and control measures.
  • Provide compliance advice and support to business units regarding new products, initiatives, promotional campaigns, partnerships, and operational matters.
  • Prepare and coordinate regulatory reports, returns, notifications, and correspondence with regulators and ensure timely submission in accordance with applicable requirements.
  • Support the implementation and monitoring of AML/CFT, sanctions compliance, customer due diligence (CDD), and other financial crime compliance requirements.
  • Investigate compliance breaches, regulatory issues, customer complaints, and compliance incidents, and recommend appropriate remediation and preventive measures.
  • Maintain and monitor compliance registers, including regulatory obligations, compliance breaches, complaints, conflicts of interest, and action-tracking records.
  • Conduct compliance risk assessments and assist Management in identifying, evaluating, and mitigating compliance risks across the organization.
  • Deliver compliance awareness programs, training, and guidance to employees to promote a strong compliance culture within the Company.
  • Liaise with regulators, external auditors, internal auditors, and other stakeholders on compliance-related matters, inspections, and regulatory examinations.
  • Assist in regulatory inspections, audits, and compliance reviews, including coordinating responses and tracking remediation actions.
  • Prepare periodic compliance reports for Management, the Risk Committee, and the Board of Directors on compliance activities, regulatory developments, compliance risks, and key compliance issues.
  • Maintain proper records and documentation relating to compliance activities, regulatory communications, monitoring reviews, investigations, and regulatory submissions.
  • Perform any other duties and responsibilities assigned by Supervisor.

Qualifications:
  • Undergraduate Degree in law or equivalent in related fields.
Work History:
  • Insurance, financial industry or related industries for 2 years as a minimum
