Cambodia’s smallholder farmers face increasing climate risks, including droughts, irregular rainfall and extreme heat. Their vulnerability is compounded by dependence on rainfed agriculture, weak water governance, limited irrigation, market inefficiencies, high indebtedness and persistent social inequalities.

Over four years, the project will apply a Market Systems Development approach across three pillars: (i) Local Water Governance (ii) Climate Resilient Agriculture and (iii) Entrepreneurship. With a USD 10 million budget, Nurture aims to establish climate resilient systems that continue functioning and scaling beyond project support.

The GEDSI assessment is part of this internal market system assessment conducted by the project team. The objective of these joint assessments is to ensure alignment of methodologies, findings, and recommendations, resulting in a coherent evidence base to inform and strengthen the design of Phase II interventions.

The assessment will integrated findings and actionable recommendations that support both market systems development and GEDSI objectives. The consolidated findings and recommendations will inform the design of Phase II interventions including the identification of priority partnerships, intervention strategies, and the development of the GEDSI Action Plan 2027-2030.

Position Summary

SCOPE OF THE ASSESSMENT

Consultant will be expected to join mission with the project team, so thus the methodology, tools and other technical aspects are joint effort where possible. This assessment will run across targeted communes of 6 provinces (BAT, BMC, OMC, PVH, SRP and KPT).

Gender Action Plan 2023-2026 and draft GEDSI Action Plan 2027-2030 will be the centred document for this assessment. The joint assessment will help explore more insight of GEDSI gap regarding the 3 pillars of the project Phase II.

Duties & Responsibilities:
  • The specific objectives are:
  • To further assess GEDSI barriers, opportunities, power dynamics, and market system factors affecting the participation of women, youth, and disadvantaged groups, and identify practical entry points for strengthening GEDSI integration in Nurture Phase II.
  • To develop a coherent and realistic GEDSI Action Plan 2027-2030 that relevant to market system in which implementation strategies are recommended (for effective and step-by-step implementation, including the resources required, involving actors, considering the organisational chart of the project).
  • To capture qualitative results of the GAP 2023-2026 (annex1). What have not been achieved and could be added into the GEDSI Action Plan 2027-2030. One Case Study of GEDSI Phase I is produced.
  • KEY QUESTIONS FOR THE ASSESSMENT
  • How feasible is it to implement the drafted National Strategies-GEDSI Action Plan 2027-2030 and define appropriate actions that relevant to market system? [To ensure that the developed GEDSI Action Plan 2027-2030 fits with the context of targeted community, based on real need of people and address market system constraints].
  • What are the causes of exclusion to see what need to be adjusted & to be added to align with market system findings in order to produce practical actions?
  • What are implementation strategies for GEDSI Action Plan 2027-2030 to successfully roll out step by step?
  • What are qualitative achievements of GAP 2023-2026. What have not achieved, recommendations to continue put into GEDSI Action Plan 2027-2030.
  • How ready are the community leaders / local administration / authorities to take up their roles to mitigate the barriers? 3a) What are their needs/priorities to address the challenges?
 

How to Apply

Interested applicants should submit a technical and financial proposal, along with a proposed work plan outlining the approach, timeline, and key deliverables. include a precise overview of the methodology for the assessment and for developing the case study. The proposal should clearly demonstrate the applicant’s understanding of the assignment, relevant experience, and proposed methodology. Submissions must include the CVs, examples of similar previous work, and a detailed budget breakdown.

Proposals will be evaluated based on the following criteria:

  • Relevance and clarity of the proposed methodology
  • Qualifications and experience of the consultant
  • Understanding of the objectives and of the case study development
  • Feasibility and coherence of the work plan and timeline
  • Cost-effectiveness of the financial proposal
