The Support to Consumer Protection, Competitiveness and SMEs in ASEAN (SUCCESS) project, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), is seeking a Full Time National Intern for 6 months (1st November 2026 – 30th April 2027). This position is based in Phnom Penh.
The digital economy, particularly e-commerce or online business, is a significant driver of ASEAN’s economic growth, with Micro, Small, and Medium Enterprises (MSMEs) playing a key role in regional expansion. However, challenges remain, including unharmonized online business regulations, persistent digital access gaps, and difficulties in linking with cross-border value chains. Strengthening MSME competitiveness, promoting fair business practices, and ensuring inclusive participation, especially for women-led businesses and women entrepreneurs, require coordinated support, strong legal frameworks, and cross-sectoral collaboration between SME development, consumer protection, and competition policy bodies.
The objective of the SUCCESS project is to improve the regulatory and business-promoting conditions for competitive, fair, and inclusive markets in ASEAN. In close collaboration with the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME), the project supports the ASEAN Economic Community (AEC) Strategic Plan focusing on fair business practices, consumer protection, and MSME competitiveness. The project works across three key output areas:
The national intern will support the SUCCESS project team and partner institutions to research legal frameworks, regulations, and policy issues related to consumer protection, online businesses, fair business practices, and women’s economic empowerment, as well as collect, analyze, and structure documents to be published on national and regional platforms like KhmerSME and ASEAN Access.
- Work closely with the SUCCESS project team and government partners (such as GDSME&H/MISTI) to identify legal, regulatory, and policy documents needed for upload as well as to promote the KhmerSME and ASEAN Access platforms.
- Research, review, and compile laws, sub-decrees, regulations, and policy frameworks related to e-commerce, fair business practices, consumer protection, and gender-inclusive SME policies.
- Support the organization and logistical preparation of project activities, events, including national MSME forums, regional dialogues on the digital economy for women-led SMEs, business matchmaking sessions, and outreach workshops.
- Search for related legal and technical documents both online and offline, compiling them in a structured arrangement for project use.
- Draft meeting summaries, activity reports, briefing notes, and short articles highlighting fair business practices and women-led SME success stories for posting on project channels, KhmerSME, and social media platforms.
