National Consultant Minimum School Standards Specialist

The position will be based in Phnom Penh, with travel to the provinces as required under the SE4HCC project.
KAPE is seeking a National Consultant Minimum School Standards Specialist to support the implementation of the project and work closely with the International Minimum School Standards Specialist, the Project Implementation Consultant team, MoEYS and relevant departments, particularly PIU1 and the Department/Division responsible for upper secondary education. This is a 2.5-year contract with intermittent service required. Total consultant days = 88 days.
Duties & Responsibilities:
- Support the International MSS Specialist and relevant MoEYS departments in implementing activities and deliverables related to Minimum School Standards (MSS) under SE4HCC.
- Review existing MSS frameworks and related policies for General Technical High Schools (GTHSs), including relevant national education and TVET policies and strategies.
- Consult with relevant stakeholders, including MoEYS departments, GTHSs and other stakeholders, to identify needs and priorities for strengthening MSS.
- Assist in developing clear, practical and context-responsive MSS for GTHSs, aligned with national education policies, skills-development priorities and relevant international practices.
- Recommend appropriate indicators and approaches for monitoring and evaluating implementation of MSS in GTHSs.
- Support capacity development of GTHSs and relevant MoEYS personnel to implement, monitor and improve MSS.
- Assist in updating relevant DMF and GAAP targets and performance indicators and undertake other technical assignments related to MSS as required.
- Work collaboratively with the International MSS Specialist and the wider project implementation team.
Expected Profile of Candidates
Qualifications:
- Master's Degree in education or related field
Skills & Knowledge:
General & Technical Skills
- Relevant professional experience in education quality improvement, school standards, school management or secondary education development.
- Experience working with MoEYS and/or other government education institutions.
- Strong analytical, consultation, facilitation and report-writing skills.
- Experience in developing or reviewing education policies, standards, frameworks or monitoring systems.
- Good understanding of Cambodia's secondary education system and demonstrated ability to work effectively with government and development partners.
Soft Skills
- Strong communication and teamwork skills and the ability to work independently.
