Timing and Duration
The assignment will be based at ASPIRE-AT Secretariat located at the Ministry of Agriculture, Forestry and Fisheries (MAFF). The length of the assignment is for an initial period of twelve (12) months.
- Support selected MSMEs. ACs/POs and MACs in preparing or refining their medium-term business plans
- Support and coach ACs/POs and MACs to identify diversification opportunities in value chains (e.g., processing, packaging, input supplies and improved technologies);
- Advise on governance adjustments as MSMEs, ACs/POs and MACs to grow into larger, company-like structures;
- Facilitate linkages with buyers, processors, and exporters;
- Assist MSMEs, ACs/POs and MACs in strategic business PR communication and contract negotiation;
- Identify new domestic and international market opportunities, including premium and residue-compliant markets;
- Develop strategies for consistent supply, product differentiation, and marketing and branding;
- Provide guidance and tool on financial management, recordkeeping, and cash-flow planning/management;
- Identify opportunities for blended finance and private investment mobilization and partnerships;
- Designed and deliver targeted/tailored training to leaders of MSMEs, ACs/POs and MACs on business planning, marketing communication and strategy, and financial literacy;
- Facilitate management business connections of ACs/POs and MACs with domestic and export traders;
- Liaise with PDAFF, MAFF, and development partners to ensure alignment with national strategies and policies; and
- Coach management of MSMEs, ACs/POs and MACs to understand ICT and e-commerce or e-markets.
- Khmer - Good is preferred
- Postgraduate Degree in Agribusiness, Business Administration, Economics, or related fields
- Business development, cooperative strengthening, or agribusiness finance, with significant exposure to Cambodia or Southeast Asia for 5 years as a minimum
- Demonstrated experience in preparing business plans, market strategies, and financial models for farmer organizations or SMEs;
- Strong knowledge of Cambodia’s agricultural sector, value chain dynamics, and cooperative/agribusiness policy framework;
- Proven experience engaging with financial institutions, buyers, and development partners;
- Khmer language skills strongly preferred.

Project Coordinator

Duration and Level of Effort
The assignment will be based at ASPIRE-AT Secretariat located at the Ministry of Agriculture, Forestry and Fisheries (MAFF). The length of the assignment is for an initial period of twelve (12) months.
- Endeavor to support all SELAS related field activities and in assisting ASPIRE-AT Secretariat in respective provinces to provide technical and business development capacity support to all target POs/ACs, MACs and MSMEs,
- Coordinate with PDAFF and programme stakeholders to provide support the implementation of SELAS related activities.
- Support ASPIRE-AT, in collaboration with the Technical Consultants to provide facilitation support to the implementation of SELAS related activities.
- Facilitate activities through collaboration with the service providers under ASPIRE-AT to coordinate related SELAS activities to support POs/ACs, MACs and MSMEs,
- Assist in the facilitation of field and logistic support for field mission from IFAD, CATAS, ASPIRE-AT management and technical team from the ASPIRE-AT Secretariat.
- Perform other duties as assigned by the Programme Director, Managers and technical work by the TL.
- Bachelor's Degree in farmer organizational development, rural economic development, business administration or related fields
- Practical experience in the field of farmer organization development, value chain and market development system for 3 years as a minimum
- Strong communication skills, and ability to liaise with various stakeholders, including government officials.
