Announcement Description

The SSTC-SELAS (Support to the Export-Led Agricultural Sector in Cambodia) project is an integral part of the IFAD-financed project – Agriculture Services Programme for an Inclusive Rural Economy and Agricultural Trade (ASPIRE-AT). ASPIRE-AT is a programme of the Government of the Kingdom of Cambodia (GoKC) implemented by Ministry of Agriculture, Forestry and Fisheries (MAFF) and financed by International Fund for Agriculture Development (IFAD), European Investment Bank (EIB) and GoKC.

Within the overall objectives of the ASPIRE-AT, the SSTC-SELAS project is part and parcel of the programme and will specifically support public and private investment to increase the number and competitiveness of agri-businesses and MSMEs operating in prioritized value chains (e.g., tropical fruits), and the associated enabling environment, public goods, and services to support competitive export growth. The proposal will also promote targeted knowledge exchange on practical regulatory solutions and trade facilitation, including experience-sharing on e-certification systems such as e-phyto, to reduce compliance costs and improve export readiness of smallholder producers and rural enterprises.

The project target group includes 2,000 smallholder farmers who are already members of Producer Organizations (POs) and Agriculture Cooperatives (ACs), as well as approximately 2,000 Business Clusters supported by two IFAD-financed projects in Cambodia (i.e., AIMS). In addition, the proposal will directly engage 20 Micro, Small, and Medium-sized Enterprises (MSMEs) that play critical roles in aggregation, processing, certification, and market linkages within the target value chains, particularly in tropical fruits.

The target POs, ACs, MSMEs, and their member smallholders are located in the following ASPIRE–AT programme areas:

  1. Durian: Kampot, Kampong Cham, Battambang
  2. Mango: Kampong Speu, Battambang
  3. Cashew: Kampong Thom, Preah Vihear, Kampong Cham
  4. Longan: Pailin, Battambang, Banteay Meanchey
