Position Summary

Supervisor: Director of HR, Support & Professional Services

The HR Manager leads AUPP’s Human Resources Department and oversees the full employee lifecycle, including recruitment, onboarding, performance management, learning and development, compensation and benefits, employee relations, HR systems, reporting, and compliance.

The position leads the HR team, supports academic and administrative leaders, ensures consistent implementation of HR policies and employment practices, and maintains compliance with Cambodian labour requirements.

Duties & Responsibilities:
  • HR Leadership, Policy and Organizational Support
  • Implement AUPP HR strategies, annual plans, policies, procedures, forms, service standards, and continuous improvement priorities.
  • Lead and coach the HR team, allocate work, monitor service requests and deadlines, and maintain confidential, accurate, and employee-focused HR service.
  • Guide Heads of Departments, managers, supervisors, and employees in consistent, equitable, and transparent application of the HR Manual and approved practices.
  • Partner with faculties, schools, and administrative departments on workforce requests, staffing structures, job analysis, job descriptions, headcount, vacancies, turnover, succession risks, restructuring, and organizational change.
  • . Recruitment, International Employment and Onboarding
  • Lead recruitment for academic, leadership, and administrative positions, including job posting, application review, shortlisting recommendations, interview coordination, selection documentation, offers, and employment contracts.
  • Work with hiring managers and recruitment committees to maintain fair, timely, and documented selection processes.
  • Manage relationships with recruitment agencies, professional networks, universities, and relevant platforms supporting local and international hiring.
  • Oversee onboarding, orientation, probation tracking, and integration of local and international employees.
  • Coordinate applicable visa, work permit, health check, and employment documentation for international employees.
  • Performance Management, Learning and Talent Development
  • Own and improve AUPP’s performance management process, including goal setting, PDR/performance review cycles, probation reviews, goal banks, completion tracking, feedback, development planning, and applicable rank or promotion inputs.
  • Coach managers on objective evaluation, performance discussions, recognition, performance improvement plans, underperformance documentation, succession planning, and employee development.
  • Conduct training needs analysis, prepare annual training plans and budget inputs, and coordinate leadership, professional development, and compliance learning activities.
  • Evaluate learning effectiveness and maintain accurate development and participation records.
  • Compensation, Benefits, Payroll and HR Operations
  • Administer approved salary, allowances, benefits, leave, promotions, rewards, seniority benefits, and separation-related entitlements consistently and confidentially.
  • Coordinate and verify payroll, benefit, statutory, and employee-change inputs with Finance and resolve discrepancies with relevant stakeholders.
  • Oversee personnel files, contracts, attendance and leave records, probation confirmations, transfers, promotions, salary and rank changes, disciplinary records, and exits.
  • Ensure HR records are complete, current, secure, retrievable, and appropriately retained.
  • Prepare required workforce, payroll, NSSF, pension, seniority, severance, and HR-policy information for authorized audits and reporting.
  • Employee Relations, Engagement and Legal Compliance
  • Manage grievances, complaints, conflict-of-interest disclosures, respectful-workplace matters, investigations, misconduct, disciplinary action, and employment separation fairly, confidentially, and with proper documentation.
  • Maintain and implement employment agreements, HR policies, and required forms in line with approved authority.
  • Monitor Cambodian labor and employment requirements and coordinate authorized registrations, inspections, reporting, and policy updates with Legal and relevant stakeholders.
  • Lead engagement, recognition, retention, wellness, culture, and employee-experience initiatives for AUPP’s multicultural workforce.
  • Use surveys, employee feedback, and exit information to recommend practical improvements.
  • HR System, Data and Reporting
  • Act as functional owner of AUPP’s HR system and employee database, ensuring timely updates, data accuracy, confidentiality, access control, data protection, and document integrity.
  • Lead system configuration, testing, user support, automation, integration, upgrades, and process improvements with IT, Finance, and providers.
  • Maintain dashboards and reports on workforce, recruitment, leave, turnover, performance, learning, compensation, and other approved indicators.
  • Analyze workforce trends and risks and prepare clear information and recommendations for management review.
  • Collaboration and Other Duties
  • Work closely with academic and administrative departments, Finance, IT, Legal, and external providers to deliver coordinated HR solutions.

Fort Hays State University (FHSU) and the American University of Phnom Penh (AUPP) seek a dynamic, resourceful, and highly adaptable professional to serve as the FHSU Program Coordinator on the AUPP campus in Phnom Penh, Cambodia.

This position is unlike a typical on-campus coordinator role. The FHSU Program Coordinator will be the sole daily, physical representative of FHSU at one of its most important international partner campuses — working independently on-site in Phnom Penh while reporting to a supervisor and functional teams thousands of miles away in Hays, Kansas. Success in this role depends on the ability to operate confidently and effectively across a significant time zone gap, translate between two distinct institutional cultures and systems, and build genuine trust and credibility with AUPP leadership, faculty, and students — all while remaining accountable to FHSU's policies, expectations, and reporting lines.

This is a professional-level position. While it is designed as an accessible entry point for a talented early-career professional, it is not an entry-level role in terms of expectations: it requires sound independent judgment, discretion in ambiguous situations, strong self-direction, and the maturity to represent FHSU credibly to external partners without daily on-site supervision. The successful candidate will need to make real-time decisions on the ground, know when and how to escalate issues to FHSU, and manage competing priorities from two institutions simultaneously — often outside of a standard overlap in working hours.

Duties & Responsibilities:
  • Recruit, Admit & Transition
  • Represent FHSU at recruitment events, open houses, information sessions, and student outreach activities at AUPP and, as needed, in the broader Phnom Penh community.
  • Support application workshops and help prospective students navigate the FHSU application and admission process.
  • Support the design and delivery of orientation programming for new AUPP–FHSU dual-degree students.
  • Assist students interested in transitioning to the FHSU campus in Hays, Kansas, by connecting them with information and resources related to academics, scholarships, housing, and campus life.
  • Help identify and cultivate the pipeline of AUPP undergraduate students into FHSU graduate and MBA programs, in coordination with FHSU academic and recruitment partners.
  • Advise
  • Serve as the primary on-site academic advising resource for FHSU–AUPP dual-degree students, across multiple programs and disciplines.
  • Provide proactive, early-alert outreach to students experiencing academic challenges and connect them with appropriate resources.

  • Serve as an operational point of contact between FHSU and AUPP on day-to-day partnership matters, including communication, event coordination, and information-sharing.
  • Support coordination and logistics for FHSU faculty, staff, and leadership visits to AUPP.
  • Exercise sound judgment in managing time-sensitive matters independently, escalating to the FHSU supervisor when appropriate, given the time-zone gap between Phnom Penh and Hays, Kansas.
