Position Summary

Report to: Program and Business Development Lead

Duration: Fixed Term Duration Contract

In close cooperation and coordination with the ActionAid team, and with support from the Program and Business Development Lead, the Senior Project Officer (SPO) shall ensure that activities under her responsibility in the related project WLACC2 are implemented according to the approved proposals and in accordance with compliance of the donors and ActionAid Cambodia.

The SPO will be responsible for the overall management of the capacity building for the partners, and WCN and Young Women Networks in the 2 provinces (Pursat and Kompong Thom) ensuring they have the technical knowledge and can work collaboratively, and collectively to uphold government and business to be accountable for gender responsive budgeting to climate change and adaptation, and climate justice through the advocacy campaign and dialogues. And others as per requirements and direction from the Program and Business Development Lead.

Duties & Responsibilities:
  • General Program/Project Implementation
  • Responsible for overseeing the successful delivery of the action related to corporate financing and corporate social responsibilities.
  • Holds accountability for effective implementation of the project.
  • Develop, implement and oversight strategies and plan
  • Ensure collaborative learning and adapting practices in the project management process.
  • With collaboration with partners, strengthening the capacities of partners, and WCN and Young Women Networks in the 2 provinces (Pursat and Kompong Thom)
  • Provide ongoing coaching to partners, and WCN and Young Women Networks in the 2 provinces (Pursat and Kompong Thom) on advocacy strategy and exchange learning;
  • Provide clear direction to partners on the related activities;
  • Collaboration with Project Manager to support local partners, co-applicants
  • Support gathering information related the project activities for sharing with donor
  • Project Implementation
  • In line with organizational-wide administrative systems, procurement procedures, policies, and donor requirements:
  • Provide advice and direction to the project operation team members
  • Ensure that the project is integrated into ongoing action plan of implementation the action on GRB-CC, CC/DRR and EWS, Climate financing and Climate Justice.
  • Working with a consultant to develop a training manual on feminist leadership, climate change and adaption and business management and other related topic to the project objectives.
  • Recruit and work with a partners to develop 3 case studies related to GRB-climate change, Climate Justice, and SME.
  • Conduct advocacy campaigns on GRB-CC and climate justice
  • Monitor the implementation of the climate change and adaption including EWS.
  • Coordinate with partners to organize the project monthly meeting.
  • Prepare presentation (if any) and participate in the meeting POT meeting, TWG on CC-DRR at sub-national and National level.
  • Collaborate with a Communication person to develop the IEC materials and develop the online campaign plan ensuring the visibility of the project, donors, and more public engagement with WCN and Young Women Networks
  • Support the project manager to document the evidence-based documentation and strategically develop the advocacy plan to dialogue with relevant stakeholders including local sub-national, national level and private sectors and development projects;
  • Join progress update with donors and other related issues to the project implementation.
  • Other upon request by Program and Business Development Lead
  • Monitoring
  • Regularly conduct field visits to project sides and coaching meetings to partners, WCN and Young Women Networks.
  • Ensure awareness and that SHEA and Safeguarding policies information and implementation are embedded the throughout the project implementation.
  • Prepare field coaching reports and make them available for all AA programme staff;
  • Monitor and evaluate the project's progress.
  • Provide support to partners on the M&E system and ensure the M&E system is filled with data.
  • Flag possible constraints to project implementation and propose solutions;
  • Budget and Finance
  • Ensure project expenditure is on track in line with the donor compliance and ActionAid’s regulations.
  • Assist the project manager to monitor the project expenditure and provide detailed information on expenditure variances;
  • In cooperation with the Finance Consultant and manager, support partners in budget planning and ActionAid fund request procedures;
  • Reporting
  • Assist the project manager to produce good quality narrative reports in accordance with the project proposal and log frame and activity matrix;
  • Review report from partners and provide comments and finalize
  • Develop project report based on donors template for submitting to Program and Business Development Lead to review, feedback and finalize for sending to donor.
  • In cooperation with the finance coordinator and support partners in financial reporting;
  • Document Learning and Capacity Building
  • Collaborate with partners to document the best practices, learning, and quality case studies for the WLACC2 project;
  • Ensure the best practices and case studies are circulated widely and uploaded on the AAC website and Facebook page and share with AAI and donors;
  • Support the project manager to organize the PRRP.
  • Provide on-going coaching to sub-grantees ensuring that they can document and conduct the reflection with WCN and Young Women Networks;
  • Share lessons learned, stories with relevant parts of the project for advocacy, campaigning and communications.
  • Communication, Coordination Networking and donor relation
  • Maintain close communication with partners, and relevant local authorities such as CC, PCDM, district and provincial administration, PRD and FiA and TWG on Fisheries, and TWG-NCDM;
  • Support the Communication officer in the development of effective IEC material;
  • Support the AAC Advocacy and Communications officer in the production case studies and best practice dissemination;
  • Support the program and business development lead and communication office to organized advocacy campaign both offline and online;
  • Ensure the communication strategy and plans comply with the AAC and donor visibility in the field as per donors visibility and communication guidelines;
  • Other
  • Other related tasks as required by the project manager, the Head of Programmes and the Country Director
  • Ensure partner complies with EU compliance
Expected Profile of Candidates
Languages:
  • English - Good
Qualifications:
  • Bachelor's Degree in social sciences, community development, climate change, environmental engineering
Skills & Knowledge:
General & Technical Skills
  • Good written and spoken English skills
  • Strong facilitation skills
  • Good knowledge of Livelihood Resilience, Climate Justice, Climate Change including EWS and DRR, HRBA and project management.
  • Strong experience working with Women Champion Network and Young Women networks.
  • Good interpersonal skills (ability to engage well with supervisor and colleagues)
  • Commit to engage in fundraising action and increase AAC visibilities.
