The World Bank and the Global Environment Facility (GEF) are supporting the Royal Government of Cambodia (RGC) on IDA-financed and GEF-additional financed project entitled “Cambodia Sustainable Landscape and Ecotourism Project”. The project commenced on October 17, 2019, with an expected closing date on December 31, 2027. The Project Development Objective (PDO) is to improve protected area management and enhance ecotourism services in selected sites in the Cardamom Mountains–Tonle Sap Landscape.

The Project is seeking a qualified Individual Consultant to undertake the Project Beneficiary Satisfaction Survey.

Position Summary

Objective of the assignment

The objective of this short-term assignment is to conduct an independent assessment of the satisfaction of CSLEP target beneficiaries with relevant project interventions, with results disaggregated by gender and age, in accordance with the Project’s Results Framework. Specifically, the survey will assess beneficiaries’ satisfaction with project interventions that they have received, participated in, used, or directly benefited from, including:

  1. Business Development Services (BDS) support,
  2. Community livelihood and NTFP value-chain support,
  3. Ecotourism development and Regulatory Framework support,
  4. Public infrastructure investments support.

Scope of the Assignment.

The assignment will cover relevant CSLEP target beneficiaries across the Project’s selected PAs, CPAs and CBET sites in the six target provinces. The survey shall take into account that project interventions differ across locations and beneficiary groups; therefore, respondents should be assessed only in relation to the interventions from which they have directly benefited, participated in, or used. The selected consultant will be responsible for organizing and managing the assignment, including determining and arranging the necessary technical and field support required to undertake the survey and deliver the expected outputs within the agreed timeframe.

Expected Output/Deliverables:

  1. Deliverable 1: Inception Report (including the refined methodology and sampling approach, finalized data collection instruments, data quality and analysis approach, detailed work plan and implementation schedule, and proposed disbursement plan;
  2. Deliverable 2: Draft beneficiary Satisfaction Survey Report and presentation of Findings;
  3. Deliverable 3: Final Beneficiary Satisfaction Survey Report and required supporting materials.

Duration of Assignment. October till Mid-December 2026.

Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Fluent
Qualifications:
  • Postgraduate Degree in social sciences, economics, statistics, development studies, monitoring and evaluation, natural resource management, tourism, or another relevant field
Work History:
  • Socio-economic research, beneficiary surveys, evaluations, monitoring and evaluation, or similar assignments for 10 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Demonstrated experience in designing and implementing household or beneficiary surveys using quantitative and qualitative methods;
  • Strong experience in sampling, survey instrument development, data quality assurance, data management, analysis and interpretation;
  • Demonstrated experience in conducting or managing FGDs and KIIs and synthesizing qualitative findings;
  • Strong analytical, report-writing, presentation, coordination and assignment-management skills;
  • Good knowledge of Cambodia's development context and experience working with rural communities and diverse beneficiary groups;
  • Relevant experience in community development, livelihoods, tourism/ ecotourism, natural resource management or similar development projects would be an advantage; and
  • Proficiency in Khmer and English, particularly in analysis and report preparation.
