Announcement Description

The National Social Security Fund (NSSF) in Cambodia was created in 2008 in accordance with the Law on the Social Security Schemes for Persons Defined by the Provisions of the Labour Law (promulgated by the Parliament in 2002). Since its inception, the NSSF has operated an Employment Injury Insurance scheme which collects a mandatory contribution from employers monthly for each employee of the enterprise based on the salary amount of the employee. In return, NSSF provides insurance coverage to employees where a set of benefits can be claimed in the event of work-related injury. Since November 2016, NSSF began rolling out the health insurance for private sector employees. Mandatory health insurance contribution is collected from employers and workers to fund the health services used by members at public facilities and some private facilities. The Government of the Kingdom of Cambodia through NSSF is continuously working on extending social health insurance coverage to more population groups, including the family dependents. Currently, around 3 million members have been covered by NSSF schemes.

GIZ is implementing a project entitled Improving Social Protection and Health (GIZ-ISPH) which supports NSSF amongst other actors, to further strengthen its operation. The project is commissioned by the German Federal Ministry for Economic Cooperation and Development. Within this context, GIZ is providing both technical and financial assistance to NSSF for the institutional strengthening and capacity development. Strengthening NSSF ICT is also within the framework of GIZ supports to NSSF.

GIZ ISPH provides technical and financial support to NSSF to develop a software application and seeks services from suitably qualified software development service providers for building the Benefits Management System (BMS).

GIZ intends to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

Submission Requirements

Any commercial, technical or procedure questions related to the tender should be submitted in writing and clearly marked with the subject: Question No. 83454940 to the email address provided in the contact details at the latest five working days before the deadline of submission of the bid.

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Please inform GIZ whether you intend to submit a tender by writing an email at the following email address provided in the contact details .

Offers must be submitted in a big-sealed envelope (duly identified as technical offer and separated by a smaller sealed envelope identified as financial offer (please don’t mix up a financial price in a technical offer)) to bellow mentioned address, with the subject: Offer No. 83454940 –Title: Software Development for Benefit Management System until 17:00 on 18.12.2023 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.

Non-compliance may result in your bid not being considered.

The bids received shall be evaluated by GIZ regarding their technical content (70%) and by their commercial aspects (30%) whereupon the bidders shall be ranked. Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations.
