Announcement Description

The Nurture Project is expected to enter its second phase from 2027–2030. The project is implemented by HEKS/EPER and Caritas Switzerland, and co-funded by the Swiss Agency for Development and Cooperation (SDC). The project enhances the climate resilience of smallholder farmers using a systemic approach that responds to interconnected financial, technical, institutional, and informational barriers that currently hinder farmers from advancing toward more resilient livelihoods. The project’s overall goal is that vulnerable smallholder farming households and their communities are more resilient to climate change and improve incomes through promoting climate-resilient agroecological farming systems. Nurture's second phase has a strategic focus on 4 main intervention pillars (IP).

Summary

Objectives of the call for EOI

This call aims to boost investment in the agriculture sector, particularly in the vegetable and rice sub-sectors as well as other high-potential sub-sectors that can strengthen climate resilience among smallholder farmers by: (1) increasing access to higher-quality, non-chemical inputs; (2) developing a sustainable supply chain for local, high-quality products, targeting both domestic and export markets; and (3) enhancing the competitiveness and resilience of smallholder farmers through supporting services such as financial services, extension, and market linkages, (4) enhance the integrity of water planning and usage through integrated-technology and innovation solutions.

More specifically, the primary objectives are to leverage private sector investment to achieve the following results:

  1. Enhance the technical knowledge and skills of smallholder farmers, agricultural cooperative (AC) members, and farmers' water user communities (FWUC)
  2. Deliver commercially viable products and services to smallholder farmers that support the project's goal of climate-resilient and inclusive farming systems.
  3. Establish or expand structured sourcing and trading relationships between smallholder farmers and agribusiness buyers (e.g., supply agreements with wholesalers, retailers, processors).

Objective of this Call

The Nurture Project invites private sector companies and consortiums operating in Cambodia to submit an Expression of Interest (EoI) for potential collaborations. We are seeking businesses actively promoting climate resilience & agroecological practices and water governance & management in irrigation, within six provinces: Battambang, Banteay Meanchey, Oddar Meanchey, Preah Vihear, Siem Reap, and Kampong Thom or those interested in expanding their operations into these areas.

Eligibility

  • Be legally registered in Cambodia or in the region.
  • Not be affiliated with any government entity or structure.
  • Businesses must demonstrate a capacity for co-investment (ratio 1.5 times or 1:1 co-investment)
  • Companies with an existing client base and willing to expand operations to Nurture’s target areas.
  • Your business must offer a quality product, service, or business model that directly enhances the agricultural climate resilience and/or water governance of smallholder farmers
  • Be willing to pilot/scale solutions in the proposed geographical regions Business at growth-to-expansion stage will be given preference
  • Be willing to engage in public-private partnerships that support benefit-sharing and enhance local livelihoods
  • Be willing to share operational and performance data (e.g. outreach, adoption, sales) for learning and accountability
  • Youth and women-led businesses, as well as companies that demonstrate inclusive practices, are strongly encouraged to apply.

Submission Requirements

Interested companies must first register “Your Application and check the eligibility check before applying.

Eligible applicants must then submit a complete EoI package, including a Technical and Financial Form. The deadline for submission is 5:00 PM (Phnom Penh time) on March 16th, 2026. Late submissions will not be considered.

N.B.

  • No costs incurred by the private sector in preparing the EoI will be born by the Nurture Project.
  • Grants will be released upon completion of a due diligence process.
  • Some of the private companies may be invited to full proposal at a later stage to match with the cycle of the Nurture Project.
