Announcement Description

The Kingdom of Cambodia has received a grant from the French Development Agency toward the cost of Programme for Sustainable and Inclusive Growth in Fisheries Sector: Aquaculture Component (CaPFish Aquaculture), and it intends to apply part of the proceeds of this grant to payments under the Contract for Water Supply and Infrastructure Improvement “FiA-CW06”.

The Ministry of Agriculture, Forestry and Fisheries, Fisheries Administration now invites sealed bids from eligible and qualified bidders for Water Supply and Infrastructure Improvement “FiA-CW06”. The construction period is two (02) months.

Procurement will be conducted through National Competitive Bidding Procedures outlined in the Government’s Standard Operating Procedures on Procurement for Externally Financed Projects/Programs.

This invitation is open to all qualified bidders from eligible source countries of as described in the Bidding Document.

Bidder Eligibility

  • Bidders attention is drawn to Sub-Clause 6.3 of the Instructions to Bidders (ITB) on the Qualification requirements. Qualification requirements include:
  • Average Annual Construction Turnover: The average annual volume of construction work over the last 3 years (2022, 2023 and 2024) shall be at least US Dollars 500,000.
  • Specific Similar Experience: Experience as prime contractor in the construction of at least two contracts for works of nature and complexity equivalent to the works with each contract value of at least US Dollars 300,000 within the last 5 years (to comply with this requirement, the contract cited should be at least 70 percent complete, billed and paid);
  • Liquid Assets: The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be: US Dollars 300,000.

Submission Requirements

To obtain further information from and inspect the Bidding Documents, Bidders should contact the following during office hours 7.30 AM to 12.00 AM and 2.00 PM to 5.30 PM.

A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non-refundable fee US Dollars 50 or its equivalent in Cambodian Riel being KH Riel 200,000. The method of payment will be cash. The Bidding Documents will be sent by courier or may be collected in person at the discretion of the bidder. Other than payment of non- refundable fee, there are no other conditions for the purchase of the Bidding Documents.

Bids must be delivered to the address below on or before 9:30am, 08 August 2025. Late bids will be rejected. Bids will be immediately open after the deadline for submission of bid in the presence of the bidders’ representatives who choose to attend in person at the address below at

All bids shall be accompanied by a Bid Securing Declaration as described in the ITB.

The Government and the French Development Agency will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by them, if they at any time determine that the firm has engaged in fraud and corruption as described in ITB 3.
