Announcement Description

The Ministry of Tourism now invites sealed bids from eligible and qualified bidders for the Supply, Delivery, and Installation of Electronic Kitchen Equipment for the Vocational School of Tourism (VST) in Phnom Penh(lot1) and Sihanouk Ville (lot2). (“the Goods”).1

Procurement will be conducted through National Competitive Bidding Procedures specified in the RGC’s Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of Agence Française de Développement.

This invitation is open to all bidders from eligible source countries as described in the Bidding Document.

Interested eligible bidders may obtain further information and inspect the Bidding Documents during office hours 08:00 to 17:00 at the address given.

VST-G-01:

Lot1: Supply, Delivery, Installation of Electronic Kitchen Equipment for VST in Phnom Penh.

Lot2: Supply, Delivery, Installation of Electronic Kitchen Equipment for VST in Sihanoukville.

Bidder Eligibility

  • Qualification requirements include: key technical, financial, legal and other qualification requirements specified in ITB Sub-Clause 14.2 of the bidding documents
  • (i) The Bidder has satisfactorily completed at least two contracts for supply of similar goods in the preceding four years, starting from 1st January 2020 to 31st December 2023 of not less than:
  • For Phnom Penh (Lot1): USD 219,000.00 (two hundred and nineteen thousand US dollars) for the years 2020, 2021, 2022, 2023.
  • For Sihanoukville (Lot2): USD 219,000.00 (two hundred and nineteen thousand US dollars) for the years 2020, 2021, 2022, 2023.
  • (ii) The Bidder has completed contracts, in the preceding three years, starting from 1st January 2021 to 31st December 2023, in the total cumulative amount equal to at least:
  • For Phnom Penh (Lot1): USD 600,000.00 (six hundred thousand US dollars) for the years 2021, 2022, 2023.
  • For Sihanoukville (Lot2): USD 600,000.00 (six hundred thousand US dollars) for the years 2021, 2022, 2023.
  • (iii) The Manufacturer of the offered goods, if a different entity from the Bidder, has experience of at least 3 years in the manufacturing of similar goods.
  • (iv) The bidder has availability of liquid assets through either: (i) access to a line of credit or cash in bank account of an amount at least
  • For Phnom Penh (Lot1): USD 185,000.00 (one hundred eighty-five thousand US dollars)
  • For Sihanoukville (Lot2): USD 185,000.00 (one hundred eighty-five thousand US dollars)
  • or (ii) credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.
  • Please note that for multiple lots, the criteria for qualification are aggregate minimum requirements of all the lots for which the Bidder submits a Bid.

Submission Requirements

To obtain further information from and inspect the Bidding Documents, Bidders should contact the following during office hours from 8:00am – 12:00pm and 14:00pm – 17:00pm on all working days from:

A complete set of Bidding Documents in English shall be requested by interested bidders on the submission of a written application to the address above. The electronic version of Bidding Documents will be sent to the person who signs on application letter through a designated email. The bidding documents must not be shared to another party.

In case of any difficulty in purchase of the bidding documents, interested parties may contact in writing and also send a copy of the communication to:

  • (a) H.E. AING Sovannroath, Director General of Tourism Industry Management, VST Project Director, Ministry of Tourism via address or email provided.
  • (b) Director General, General Department of International Cooperation and Debt Management Ministry of Economy and Finance via address or provided.

Bids must be delivered to the address given in the contact details on or before 02:30 pm (local time) of 19 April 2024. Late bids will be rejected. Bids will be immediately opened after the deadline for submission of bid in the presence of the bidders’ representatives who

choose to attend in person at the address below at: Project Management Unit (PMU) of the Ministry of Tourism at address given.

All bids shall be accompanied by a Bid Security (Lot1: $10,000; lot2: $10,000) as described in the Instructions to Bidders (ITB).

The Government and/or the AFD - Agence Française de Développement will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
