The Digital Learning Materials for TVET project is the first project of the Liechtenstein Development Service (LED) in Cambodia and marks the beginning of the cooperation between LED, Swisscontact and Cambodian partners.

The project was developed against the background of the experiences made during the global covid-19 pandemic, that dramatically impacted Cambodia's economy and revealed the vulnerability of the education system, including TVET. TVET providers had to close due to the pandemic since the beginning of 2020 and weren’t prepared and equipped for the digital provision of education and skills development, leading to the interruption of training and education for the students. The required rapid transition to digital learning has proven challenging.

Digitalization of education systems, including TVET, is a high priority of the Royal Government of Cambodia, creating the requirements needed to achieve and accelerate the digital transition of TVET.

Summary

The overall goal of the project is to support the reform process of TVET in Cambodia by supporting the digitalisation of the TVET system.

The main project implementation partner will be the Ministry of Labour and Vocational Training (MoLVT) as well as its associated TVET schools, authorities, institutions, etc.

TVET is characterized by a critically low availability of good learning digital materials. The accessibility of learning materials on an online platform allows students to access them before, during and after the training. Unlike a manual, online materials can be updated or complemented much easier.

The project will support the MoLVT in creating digital learning materials on a pilot basis, the project builds up human resources and strengthens capacities of key stakeholders in TVET on how to develop and use digital learning and teaching materials.

The project Digital Learning Materials for TVET will be closely cooperating with the ongoing Skills Development Programme (SDP) funded by the Swiss Agency for Development and Cooperation (SDC), implemented by Swisscontact and INBAS. Currently SDP runs in its second phase from 2020 to 2024, mainly in collaboration with the Ministry of Labor and Vocational Training (MoLVT) and the Ministry of Tourism (MoT). The programme successfully works in the TVET system in Cambodia for several years now, on different levels and works closely with key stakeholders from the government at the national and the provincial levels, such as the National Employment Agency, public and non-governmental training providers as well as private companies and small enterprises in several sectors.

Swisscontact Cambodia now invites sealed bids/proposals from eligible bidders for LED project as follows by package:

  1. Polo Shirt - 200 pcs (Eco materials)
  2. Backpack - 200 pcs (Eco materials)
  3. Tote Bag - 200 pcs (Eco materials)

Bidding will be conducted through the use of Swisscontact Cambodia’s procurement guidelines, and all interested eligible bidders may obtain further information from and inspect the Bidding Documents Packages at the office of Swisscontact in Cambodia.

All bids shall be accompanied by a duly signed Bid submission form with sample of materials and Bid Securing Declaration as described in the instructions to bidders and as enclosed in the bidding document and must be delivered to office address provided in the contact details.

Proposals must be submitted in accordance with the instruction sheets as provided and bring must reach Swisscontact office, if you have any question please contact us via email by May 27th 2024 at 05:00 PM. Late submissions shall be rejected.
