Announcement Description

The Kingdom of Cambodia through the Ministry of Economy and Finance (MEF) and the Ministry of Public Works and Transport (MPWT) and Ministry of Industry, Science, Technology and Innovation (MISTI) has received a Credit in the amount of USD163 million equivalent from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Acceleration Project (WASAC) with the closing date of December 28, 2029, and it intends to apply part of the proceeds of this Credit to payments under the Contract for Supply and Delivery of 04 (Four) Pick-Up Trucks (Contract No. MPWT-G-01/WASAC/NCB).

The Ministry of Public Works and Transport now invites sealed bids from eligible and qualified bidders for the Supply and Delivery of 04 (Four) Pick-Up Trucks (Contract No. MPWT-G-01/WASAC/NCB).

The Bidder evaluation and qualification criteria are included in Section II of the bidding document. The evaluation and contract award will be on the whole package.

Procurement will be conducted through National Competitive Bidding Procedures specified in the Royal Government of Cambodia’s (RGC’s) Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of the World Bank.

Qualification requirements specified in ITB Sub-Clause 14.2 of the bidding documents include:

  • The bidder has satisfactorily completed at least two contracts for supply and delivery of similar goods in the preceding three years of not less than USD 90,000.
  • The bidder has completed contracts in the total cumulative amount equal to at least USD 360,000 in the preceding two years.
  • The bidder has availability of liquid assets through either: (a) access to a line of credit or cash in bank account of an amount at least USD 90,000 net of other contractual commitments; or (b) credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.

Submission Requirements

This invitation is open to all bidders.

Interested eligible bidders may obtain further information from the Ministry of Public Works and Transport via email, and inspect the Bidding Document at the address provided in the contact details from 25 June 2024 to 25 July 2024 during office hours from 08:00 - 12:00 hours and 14:00 - 17:00 hours (Cambodian Standard Time), Monday through Friday, except public holidays.

A complete set of Bidding Documents electronically obtained by interested eligible bidders for free of charge on the submission of a written application sent to the email address below (as specified in Paragraph 12. However, conditions for the submission of bids must be in hard copy, and with a soft copy stored in a USB flash drive as elaborated in the Instructions to Bidders section of the Bidding Documents. In case of any difficulty in obtaining the bidding documents, interested eligible bidders may contact at the address given in Paragraph 12 of the Invitation for Bids.

All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.

Bids must be delivered to the address given below at or before at 2:30 pm on 25 July 2024. Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend in person at the address given below at 2:30 pm on 25 July 2024.
