The Royal Government of Cambodia (RGC) through the Ministry of Commerce (MOC) has received a grant of USD1.5 million from the Enhanced Integrated Framework-Tier 2 for the implementation of the Go4eCAM project.

The Enhanced Integrated Framework (EIF) is the only multilateral partnership dedicated exclusively to assisting least developed countries (LDCs) in their use of trade both as a vehicle for economic growth and as an effective gateway for administering Aid for Trade (AfT). Recognized as a unique framework for aid effectiveness and delivery, the EIF's mandate is in line with the Istanbul Programme of Action for the Least Developed Countries and the Addis Ababa Action Agenda on Financing for Development. Furthermore, the EIF is recognized in Sustainable Development Goal 8 as a notable mechanism for promoting inclusive economic growth in the world's most challenging environments and contributes also to 9 others of the 17 SDGs. EIF partnership consists of 51 countries, 24 donors and eight partner agencies.

International Consultant on Regulatory Best Practices for E-Commerce in a Controled Environment (REF: Go4eCAM/T1/C3/2021/05)

Position Summary

Go4eCAM project aims at providing opportunities for Cambodian MSMEs to grow and diversify their domestic and cross-border e-commerce sales of products and services based on a robust, supportive and conducive e-commerce ecosystem and a Cambodia-owned and managed marketplace. The project has 4 objectives as follow: (1) Enables new trade, business and employment opportunities through a highly visible B2B2C e-marketplace for Cambodian urban and provincial businesses targeting both domestic and cross-border e-commerce; (2) E-commerce value chain strengthened though customized access to entrepreneurship skills and finance; (3) Access to Financing from domestic and foreign sources for e-commerce firms led to creation of new qualified jobs in Cambodian SMEs and increased investment in formalized e-commerce firms; (4) The project has reached all its objectives, which have been monitored, audited and covered in relevant media channels.

The Department of International Cooperation (DICO) of the Ministry of Commerce, serving as Secretariat and National Implementation Unit (NIU) to the EIF, is recruiting of an International Regulatory Expert to provide guidance and advice to put in motion and guarantee the success of the proposed regulatory sandbox for ecommerce in Cambodia.

He/she shall work closely with the Go4eCAM national project manager and the international trade adviser. The Consultant is not expected to be stationed at the Department of International Cooperation (the National Implementation Unit of the EIF) but should be expected to brief the project team for each of the deliverables above using virtual conference tools or face-to-face meeting. It is expected that the consultant is an out-put based contract with a period of 24 working days over 03 months.

Requirements - Skills, Qualifications, Experience
  • Qualifications to be quantitatively evaluated (scored):
  • Possess a PhD (preferably) or at least a Master’s degree in business law, private law or a related field
  • Sound research work in the field of digitization, digitalization, legal and regulatory frameworks for e-commerce
  • Previous experiences in working on donor-funded development projects
  • Experience in the development or e-commerce guidelines or e-commerce regulations in an LDCs, preferably in Asia
  • Proven expertise in areas such as FinTech, SupTech and RegTech
  • Ability to work closely with Government officials in an LDC
  • Experienced in collaborative approach;
  • Ability to work individually, collaboratively and provide training as above requirement;
  • Fluently spoken and written in English. Written and spoken French could be an asset
  • Proven experience in providing training or guidance in the field of digitization, digitalization, legal and regulatory frameworks for e-commerce to Government officials and private sector
 

How to Apply

DICO invites expressions of interest from qualified and experienced individual consultants to undertake the above-mentioned services which are further detailed in the Terms of Reference for this assignment. The successful consultant will be selected in accordance with the provisions of the Updated Standard Operating Procedures on Procurement for all Externally Financed Projects/Programs in Cambodia, issued by RGC’ Sub Decree No. 181, dated 02 December 2019.

In submitting their expressions of interest, consultants are kindly requested to indicate the following reference: GO4ECAM/T1/C3/2021/05. Interested consultants must provide their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, experience with donor-funded, government-executed projects, and experience in Cambodia and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers). Expressions of Interest shall be submitted in hard copy followed by an electronic copy.

Qualified candidates will be invited for interview and contract negotiations. However, the contract for the successful candidate will be signed upon the signing of the Memorandum of Understanding of the Project between UNOPS, acting as the Trust-Fund Manager of the EIF, and the Government of Kingdom of Cambodia.

Interested consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address during office hours from 8:30 to 12:00 and from 14:00 to 17:30 hours, Monday through Friday, except public holidays.
