The National Centre for HIV/AIDS, Dermatology and STD (NCHADS) is the legally accountable Sub-Implementer of the Global Fund Program to implement the "Rapidly march toward and ending AIDS as a public Health threat by 2025, Increase Access to and improve Quality of TB Diagnosis and treatment and OD and community levels with Linkages to TB-HIV in Cambodia.

Rationale:

In October 2013, the National Center for HIV/AIDS, Dermatology and STD (NCHADS) issued a Guidance Note as part of the Cambodia 3.0 Initiative for Integrated Active Case Management and Partner Notification, Tracing and HIV Testing (IACM/PNTT). This policy was soon introduced in a number of Operational Districts (OD) across Cambodia and by 2016 IACM/PNTT had been implemented in 23 ODs. In 2015 NCHADS conducted field validation of IACM/PNTT in Battamabng and Siem Reap by External consultants. Based on the recommendation of field validation, NCHADS updated the IACM/PNTT to SoP of B-IACM.

Boosted Integrated Active Case Management (B-IACM) is a client-oriented approach designed to provide support in tracking HIV cases to access to HIV services across the HIV service cascade at service delivery level. B-IACM has been implemented since October 2015 in Siem Reap and Battambang and scaled up to other locations.

Position Summary

B-IACM models work across the current strategies and population channels to locate and bring all PLHIV into the HIV care cascade. Enveloping the HIV care cascade is B-IACM coordinated through an OD Case Management Coordinator (CMC) and Case Management Assistants (CMA) in collaboration with the Group of Champions.

In 2020, B-IACM expanded its coverage in 25 provinces and 60 Operational Health Districts (ODs) countrywide.

Genera Objectives:

The overall objective of the assignment is to review and update the 2017 Standard Operational Procedures on Boosted-Integrated Active Case Management in order to support the achievement of the Cambodia 95-95-95 target by 2025 and considering a sustainable B-IACM implementation.

Timeframe:

Estimated number of working days is 30 days

Key Deliverables:

  • Presentation of proposed recommendations and changes in the SOP (task 2)
  • Finalized updated Standard Operational Procedures on Boosted-Integrated Active Case Management (B-IACM) in Khmer and English version.
Expectations - Duties, Responsibilities
  • Under the overall guidance of NCHADS Management team and the Technical Working Groups, the consultant will
  • Task 1
  • Conduct desk review of the NSP 2021-2025, BIACM evaluation, other updated NCHADS strategic documentation.
  • HIV strategic plan Mid-Term Review Recommendations.
  • Task 2
  • Consult with TWG, partners, PHD, OD, and develop recommendations.
  • present the recommendations for discussion with the TWGs and NCHADS management.
  • Task 3
  • Incorporate agreed changes into the BIACM SoP
  • Present a draft updated Standard Operational Procedures on Boosted-Integrated Active Case Management
Requirements - Skills, Qualifications, Experience
  • Advanced University graduate in related field: public health, health, epidemiology
  • At least 5 years of proven experience in conducting HIV or Health program evaluation, SoP/guidelines development.
  • Strong knowledge of Cambodia health context,
  • Strong facilitation and communication skills,
  • Professional English writing and speaking
  • Strong knowledge of the Cambodia HIV AIDS context is an advantage.
