With funding from the Church of Jesus Christ of Latter-day Saints, our country programs are implementing a suite of five lifesaving health services: supplementing women with essential vitamins and minerals during pregnancy, supporting optimal breastfeeding, improving diets for infants and young children, screening children for acute malnutrition and getting treatment to them as early as possible and delivering vitamin A.

Our program, known as Transforming Lives, also drives complementary food systems actions that improve women’s diets, protect and promote the diets of infants and young children, and secure access to essential nutrients.

The Church of Jesus Christ of Latter-day Saints is sponsoring a cohort of one-year internships in the countries where Transforming Lives is being implemented. The program is adapted to the context of each country, and the specific elements of the five lifesaving interventions will vary accordingly. As a result, the details of each internship will vary according to the needs of the country. The common thread of the internships is that each intern will be recruited from a country where the program is active, and they will contribute to the learning agenda of that country's program.

Position Summary

The position is for Transforming Lives Through Nutrition (TLTN)

This is a local national recruitment. The position is based in Phnom Penh and requires regular travel to project sites if needed.

FUNCTIONAL RELATIONSHIPS

The IMAM Project Coordinator will function as the lead person responsible for ensuring the effective delivery of program and services related to identification, referral and treatment of severe acute malnutrition (SAM) and Moderate Acute Malnutrition (MAM) for Helen Keller-Cambodia. The IMAM Project Coordinator will have primary responsibility for project planning, initiating, managing, coordinating, and supervising related activities.

The IMAM Project Coordinator will train and mentor project staff, oversee the implementation of project activities, document learning and evidence on program approaches, and coordinate all field level activities. The IMAM Project Coordinator reports to the Project Team Leader and works very closely with Program Director and other Helen Keller-Cambodia program and operations team.

Duties & Responsibilities:
  • The IMAM Project Coordinator is responsible for leading, coordinating, and ensuring the effective implementation, quality, and reporting of all activities related to the identification, referral, and treatment of Severe Acute Malnutrition (SAM) and Moderate Acute Malnutrition (MAM).
  • Lead the day-to-day planning, implementation, supervision, and quality assurance of IMAM project activities, ensuring effective project cycle management including work planning, budget forecasting and tracking, logistics coordination, and procurement and distribution of Nutrix products and equipment.
  • Coordinate closely with the National Nutrition Program (NNP), Provincial Health Departments (PHD), Operational Districts (OD), hospitals, health centers, CSO partners, and sub-national authorities to ensure effective and timely project delivery.
  • Conduct regular field supervision and monitoring visits to maintain program quality, identify gaps, and ensure timely corrective actions.
  • Coordinate and facilitate training for health providers on the identification, referral, and treatment of SAM and MAM.
  • Support and train Village Health Support Groups (VHSG) on MUAC screening and referral processes.
  • Promote early identification of malnutrition through caregiver engagement and the “Mother’s MUAC” initiative.
  • Provide technical guidance, mentoring, and supportive supervision to project staff and health facility teams.
  • Support the planning and coordination of surveys, assessments, and research activities related to the project.
  • Maintain accurate records of trainings, beneficiaries, and program data.
  • Prepare and submit monthly and periodic reports to the Project Team Leader and contribute to donor reporting requirements.
  • Document program experiences, lessons learned, and best practices, and contribute to technical reports, presentations, and scientific documentation as required.
  • Represent Helen Keller in meetings, workshops, forums, and trainings related to SAM and MAM, and deliver technical presentations as needed.
  • Develop and maintain effective working relationships with government counterparts, partners, local authorities, and donors.
  • Provide leadership and direct supervision to Project Officers and IMAM team members, conduct performance evaluations, and participate in recruitment processes when required.
  • Support the implementation of security and safety procedures and promptly report any security or safety incidents to the Country Director.

Qualifications:
  • Bachelor's Degree in public health, nutrition, nursing, or a related field
Skills & Knowledge:
General & Technical Skills
  • Some experience working with government officials at the sub-national level, particularly in the health sector.
  • Ability to conduct training and facilitate monthly meetings with NNP, PHDs, ODs, Health Centers, caregivers, and households with children under five.
  • Proficiency in speaking and writing in Khmer and English.
Soft Skills
  • Ability to communicate effectively and work collaboratively with diverse stakeholders.
  • Strong communication and interpersonal skills for engaging with local authorities and partners.
  • Willing to travel to and stay in the remote/rural areas.
 
 

Finance Officer

Position Summary

We are currently recruiting a Finance Officer to provide essential support to the Finance Office on management and operation, ensuring effective finance operations and the delivery of high-quality staff support.

This is a local national recruitment. The position is based in Phnom Penh and requires regular travel to project sites if needed.

FUNCTIONAL RELATIONSHIPS

The Finance Officer supports the Deputy Finance Manager and the Finance and Awards Manager and works closely with finance colleagues to ensure effective financial management for Helen Keller International Cambodia, in coordination with Helen Keller International global requirements. The position is responsible for accurate financial processing, compliant documentation, sound internal controls, and timely financial support to programs and operations in line with organizational policies and donor/agency regulations.

Duties & Responsibilities:
  • Finance Management:
  • Ensure proper organization, maintenance, and filing of all financial documents in compliance with Helen Keller International policies, internal controls, and donor/agency requirements.
  • Prepare and process financial vouchers, including Bill Vouchers, Bill Payment Vouchers, and Journal Vouchers, based on approved requests and verified supporting documentation.
  • Maintain accurate and up-to-date bookkeeping records for all day-to-day expenses, including Phnom Penh office operations and provincial/field activities.
  • Prepare general ledger entries and monthly schedules, including bank control and reconciliations, and support month-end and year-end closing processes.
  • Maintain, monitor, and report on assigned project financial activities, including budget monitoring, updates, reconciliation, and verification, in coordination with the Finance Team.
  • Assist in preparing and processing monthly tax declarations in compliance with applicable laws, regulations, and organizational procedures.
  • Organize and maintain physical and digital financial records; scan and upload documentation to SharePoint to ensure secure archiving, easy retrieval, and audit readiness.
  • Ensure the correct finance templates, tools, and forms are consistently used and provide guidance to staff when necessary.
  • Conduct initial review and quality checks of financial documents (e.g., expense reports and supporting documents from Program, M&E, and Operations teams), providing feedback and requesting corrections as needed.
  • Review, initiate, and process operational payments, ensuring completeness, accuracy, and compliance of supporting documentation; sign off as assigned under delegated authority.
  • Support banking operations as requested, including transfers, payments, deposits, and collection of bank statements or related documentation.
  • Assist in reviewing petty cash accounts, ensuring proper documentation, reconciliation, cash balance accuracy, and compliance with internal procedures; conduct surprise cash counts when required.
  • Provide finance support to programs, projects, and operational teams, including support to field activities, under the direction of the Finance Team.
  • Perform other finance-related duties and administrative tasks assigned by management to support effective day-to-day operations.
  • Immediately report all security incidents or breaches of Helen Keller security and safety rules to Deputy Finance Manager, Finance and Award Manager and/or County Director.

Qualifications:
  • Bachelor's Degree in fresh graduate, or final year student in Accounting, Finance, Business Administration, or a related field.

  • Proficiency in Microsoft Excel and other MS Office applications.
  • Ability to maintain confidentiality and follow financial procedures.
  • Proficiency in speaking and writing in Khmer.
