Job Description
The ICT Manager is responsible for overseeing system development, ensuring secure and stable ICT operations, and leading digital innovation and transformation initiatives for the institution.
- Develop and maintain backend and frontend systems, including websites, management platforms, and dashboards to support daily operations and program management.
- Design and manage databases and APIs to ensure efficient data storage, system integration, and smooth information flow between platforms.
- Ensure system security, data integrity, and performance stability by regular monitoring.
- Monitor, troubleshoot, and resolve technical issues (bugs, system errors) to minimize downtime and ensure business continuity.
- Upgrade and enhance systems based on operational needs, user feedback, and organizational growth.
- Provide technical support to users and prepare user guidelines to ensure effective system utilization.
- Research and test emerging technologies (e.g., automation, AI, data analytics) to identify practical solutions that improve efficiency and service delivery.

- Experience in system development, ICT management, or related leadership roles for 5 years as a minimum
- Proven experience in backend and frontend development, database management and system integration, and digital transformation or innovation initiatives.
- Strong knowledge of system architecture, databases, APIs, and web technologies.
- Familiarity with cybersecurity principles, data protection practices and system stability maintenance.
- Understanding of automation tools, AI applications, or data analytics tools is an advantage.
- Strong analytical and problem-solving skills, with the ability to translate information into practical program concepts,
- Proven ability to manage complex projects and meet deadlines with minimal supervision, and
- Excellent interpersonal, written, and verbal communication skills in both Khmer and English. Proficiency in Chinese is an asset.

- Conduct data verification and analyze training unit costs to assess value for money.
- Perform rigorous training budget analysis and identify potential financial and technical risks at the proposal stage.
