Reporting to (position): Managing Director
PURPOSES:
The Manager will be partner with the business units by taking a proactive and consultative approach in strategic human resource areas such as recruitment and retention, performance management, industrial relations, employee relationships, employee welfare and benefits. He/She will specifically be focused on the full cycle of recruitment process, employee engagement as well as handle related HR & office administration. You will play an important role in ensuring healthy staffing while partnering hiring team to provide resourcing needs and to maintain strong working relationship.
- Provide management and BUs with legislation advice and compliance
- Review, revise & provide guidance on policy and enforcement
- Partner with BUs in operating & manpower matters
- Partner with Finance in budgeting, HR related grants & reporting
- Lead & manage full spectrum of HR functions including but not limited to recruitment & selection, compensation & benefits, employees’ engagement & relations, and compliance
- Design and implement structured onboarding, mentoring, and other programs to support new hires and foster a sense of belonging, ensuring early engagement and reducing turnover. Address other reasons for employee attrition, data based
- Develop and implement targeted learning interventions, in line with organizational needs
- Manage and prepare employment contract for all new joins (Admin group)
- Administer foreign workers’ work pass related matters: quota, application, renewal, cancellation, execution of security bond and medical examination
- Liaise with MOL, NSSF on Industrial Relations matters and compliance
- Involved in conducting counselling, disciplinary and/or termination meetings with employees
- Handle grievances, disciplinary, and employees' engagement
- Oversee annual performance increment & bonus recommendation and other relevant compensation items based on policy guidelines and staff's eligibility in accordance to their performance & employment terms
- Observe the payroll administration and processing, intervene when/where needed
- Verify and approve payment related to HR & training expense
- Supervise and guide the HR generalist team on daily functional activities
- Liaise with government agencies
- Collaborate with QEHS Team on environmental health and safety matters and industrial accident investigations and reporting
- Oversee and process the application for HR related Funding and Grants
- Assist and provide CEO CFO and Director in regard to compliance & Communications
- Any others as directed by Senior Management
- Bachelor's Degree in human resource management or equivalent
- At least of relevant hands-on HR experience for 5 years
- Good knowledge of the local Employment Act & Industrial Relations Act
- Software Knowledge - Microsoft applications
- Understanding of HR ERP systems frameworks
- Possess excellent interpersonal and communication skills to work with all levels of staff

- Strong analytical and data-driven decision-making skills, with experience using HR metrics to inform retention and development initiatives.

Marketing and Communication Executive

PURPOSES:
The Marketing and Communication Executive be the local voice of our brand, helping us retain, grow, and gain customers through compelling content, commercial alignment, and digital marketing. You’ll work at the intersection of marketing, sales, and operations translating strategy into stories, and stories into commercial success. You will be as well internal communication centre.
We are looking for a creative storyteller, commercial thinker, and hands-on content creator.
- Content & Campaign Execution
- Write weekly social media posts, biweekly articles, monthly case studies, and quarterly campaign activations, in line with the OCS tone of voice
- Support key industry events and branded OCS customer events (digital format such as webinars or physical events)
- Upload and manage your own content in the CMS system
- Relay internal communication from the Region and Group to team in Cambodia and vice versa communicate Cambodia to the Region
- Digital Marketing Support
- Conduct keyword research and search analytics to support digital campaigns
- Collaborate with the regional digital team to ensure digital campaigns are locally relevant
- Understand basic AI tools and digital principles to enhance content creation
- Commercial Strategy Alignment
- Work with the Commercial Director to align marketing with pipeline priorities
- Sales Enablement & Insights
- Create and localize presentations and pitch materials based on local insights
- Provide in-country market intelligence and customer pain points to inform strategy
- Track and report on content performance and engagement
- Brand & External Engagement
- Ensure on-brand external positioning on LinkedIn
- Help position OCS as an employer of choice and industry leader
- Experience in marketing, preferably in a B2B environment for 2 years as a minimum
- A natural storyteller with strong writing and visual instincts
- Comfortable engaging with people at all levels, from senior leadership to frontline colleagues
- Curious, proactive, and commercially aware
- Comfortable working across teams and balancing multiple priorities
- Digitally fluent, with basic photography and AI skills
- Passionate about purpose, people, and making marketing matter
- Able to spot a story in the moment, and capture it with your phone or camera
- Proven experience in content creation, campaign execution, and stakeholder engagement
- Familiarity with digital marketing tools, CMS platforms, and basic SEO principles
- Experience working with commercial teams and aligning marketing with business strategy
- Experience with Salesforce is a plus
