Human Resources Manager
We are seeking a dedicated Human Resources (HR) Manager to support our country's program in managing the HR Department of iDE Cambodia and liaising with iDE Global HR Department.

PURPOSE
The Human Resource (HR) Manager will support the Administrative Director and lead the management of the Human Resources function at iDE Cambodia - an organization of over 100 staff - including supporting the ongoing recruitment, staff development, retention, and employee satisfaction.
WORKING RELATIONSHIPS
The HR Manager will have a country-wide scope of work and report directly to iDE Cambodia’s Administrative Director. The HR Manager will supervise iDE Cambodia’s current Human Resource Coordinator and will collaborate with iDE Cambodia’s Administration, Finance, and various project teams plus iDE Global’s HR and Operations team.
DURATION
This is the full-time position with an undetermined duration contract (UDC). Successful candidates will be subject to a 3-month probationary period.
COMPENSATION
The salary for this position is subject to negotiation based on experience and capacity with a target range of $1,800 - $2,400 per month gross base salary. Additional benefits are based on iDE policy (please inquire for more details).
- Manage and improve iDE Cambodia’s talent management strategy, system, policies, processes, tools, and routines, including, but not limited to:
- Work with the Senior Management Team (SMT) to refine and promote iDE Cambodia’s talent brand (e.g., we strive to be a family friendly, collaborative, and dynamic work environment where everyone respects and cares for each other; we want to attract new team members who are innovative, entrepreneurial, and passionate about making the world a better place);
- Support staff recruitment, including developing job descriptions and profile specifications, preparing job advertisements, checking applications forms, shortlisting candidates, participating in interview and selection discussions;
- Facilitate the orientation and onboarding new employees with iDE orientation materials and meetings, policies, and organizational procedures;
- Support employee satisfaction and feedback systems (e.g., use regular satisfaction surveys and 1:1 meetings to gather insights and share with the SMT for troubleshooting, system improvements, and new satisfaction initiatives); and
- Manage staff retention initiatives, including health and wellbeing at work, self-care, motivational activities, and team building events.
- Facilitate exit interviews for organizational learning and the development of improved systems, policies, processes, etc.
- Manage staff grievances, facilitating investigations and remedies as necessary;
- Manage disciplinary procedures, when needed, based on iDE Cambodia and Global’s policies and procedures, ensuring care and respect for all involved;
- Support annual salary increases through the annual performance appraisal (APA) process and other market-based compensation changes.
- Lead professional developing staff development and employee relations programs:
- Develop strategies in collaboration with SMT about high priority capabilities development initiatives for the organization.
- Facilitate internal and external training, coaching, counseling, and mentoring opportunities for staff to improve current skills and learn new ones;
- Facilitate annual training needs assessment in collaboration with SMT and other project and unit leaders and managers to ensure that the organization develops capacities needed to deliver high quality, impactful programs;
- Ensure that APA process and other initiatives create space for supervisors and direct reports to discuss professional development aspirations and plans to support such professional development goals - additionally, monitor and follow-up on the plans outlined through the APA process;
- Ensure that APA process and other initiatives generate feedback for supervisors about what they can do to become better supervisors, managers, and leaders; and
- Track professional development through the Human Resources Information Systems (HRIS) and provide SMT with quarterly and annual updates on key professional development key performance indicators (KPIs).
- Maintain and improve HR policies, procedures, and systems:
- Ensure legal compliance by monitoring and implementing applicable human resource to meet the CCC-GPP requirements;
- Maintain employee database, currently in HRIS;
- Align internal staff to organization’s vision, mission, culture, and values and staff complaints or problems;
- Maintain management guidelines by preparing, updating, and recommending human resource policies and procedures; and
- Continuously update iDE HR policy and procedures to align with Cambodian Labour Law and any other relevant laws, regulations, and standards.
- Other responsibilities:
- Provide quarterly HR-related KPIs to SMT for strategic review;
- Manage the iDE Cambodia Staff Representatives system, including capacity building and coaching for participating staff representatives;
- Represent iDE Cambodia at events where HR-related topics are discussed;
- Serve as a champion and ambassador of iDE culture and values with our team and external stakeholders.
- Read publications, websites, social media posts, etc. and participate in events that will help iDE Cambodia learn about emerging trends and best practices in top quality human resource management; and
- Carry out other duties and responsibilities as assigned by the supervisor and Country Director.
- REQUIRED QUALIFICATIONS and SKILLS
- Degree in Human Resource management, business administration, or related field;
- Five years’ relevant experience in human resources, talent management, and organizational development;
- Strong communication skills, English and Khmer, written and spoken;
- Computer literacy: Google Workspace, MS Word, MS Excel and MS PowerPoint;
- High level interpersonal, communication, negotiation and persuasive skills;
- Ability to take responsibility tasks and activities; and
- Ability to exercise discretion and respect confidentiality.
