JOB PURPOSE
The Human Resources Assistant provide the overall support to the function in Bayon Education and Development Office in the provision a high quality and professional human resources service and serves through the effective administration of human resources function and act as focal point to administer and monitor on Labour Automated/Centralized Management System (LACMS) of Ministry Labor, Vocational Training.
- Administer and monitor the LACMS online system
- Staff Work Book: responsible for the processing of register with the Ministry of Labour & Vocational Training to apply for staff workbook for all BED staff. After completing registration with the system.
- Maintains and regularly records and updates the staff movement into the staff work book system (LACM website).
- Prepare Quota & Work Permit for foreign staff: with support from the manager, prepare and request the Quota and work permit for the foreign staff in the system.
- Recruitment
- Assist in providing the service in the recruitment and selection of all staff at including preparing job advertisement, running the request for advertisement approval by the Executive Director, posting Job Advertisements on the related websites and shortlist CVs, arrange interview schedules, invite candidates, etc.
- Prepare the long and shortlist applicants and submit to the Senior HR Manager and Hiring Manager for reviews.
- Employment Contract Management
- Prepare and facilitate the Employment Contract approvals of all parties and keep accurately records in Personal file.
- Assist the line manager in preparing other relevant employment official letters (such as appointment letters, completed probation period, employment certificate, promotion letters, salary increase letters, etc.)
- Prepare the Probation Evaluation Schedule and coordinate with line manager to complete the probation evaluation on time.
- Training Development
- Assist to prepare files of training and development and report and follow up all missing files
- Assist to prepare staff training and development
- Assist in summarizing the Annual development plans of all staff.
- Keep record and update all trainings for all staff regularly
- Personal File Managements
- Review all staff personal files to find out the shortage documents and take immediately actions to collect all those shortage files to add the personal staff
- Arrange the personal files in order and update it as necessary

- Perform other tasks as assigned by the Senior HR Manager
- In compliance with Labor Laws and NGO’s policies
- English - Good
- Bachelor's Degree in Human Resources Management, Business Administration, or in relevant fields
- Knowledge of labor law and regulations
- Good in written and spoken English.
- Good computer skills: MS Office (Word, Excel, PowerPoint), and general HR systems.
- Excellent interpersonal skills and ability to work in a multicultural team.
