Human Resources Administration Officer
Section: Shared Services
Schedule: Monday to Friday - Full-Time (37.5hrs per week)
We are looking for a Human Resources and Admin Officer to join our team and help us achieve our vision, mission, values, and goals. You will be responsible for administering and implementing various human resource programs, such as talent acquisition, performance management, training and development, payroll and benefits, employee relations, and HR policies and procedures. You will also provide administrative support to other departments as needed.
You will work under the direction of the Director of Shared Services and collaborate with other staff members across This Life’s offices and field locations, as well as our social enterprise. You will also liaise with external partners, such as government agencies, donors, auditors, lawyers, etc., on HR-related matters.
You will be an HR innovator who can create and implement solutions tailored to our organisation’s needs and challenges. You will also be a reliable and resourceful person who can provide accurate and timely advice to This Life staff on various HR issues. Your goal is to ensure that This Life’s operations run smoothly and effectively to deliver maximum value to the organisation and our donors.

- Prepare, review, and update staff contracts and contract amendments in accordance with the This Life Policy and Cambodian Labour Law.
- Manage personnel records, both physical and digital, and ensure that they are accurate, complete, and secure.
- Update internal databases with new hire information, leave requests, performance appraisals, training records, payroll data, and other relevant information.
- Assist in the recruitment process by reviewing job descriptions, posting job ads, managing resumes and job applications, scheduling job interviews and assisting with interview questions, ensuring background and reference checks are completed, preparing new employee files and records on ORANGE HRM, overseeing the completion of employment contracts and associated documentation, orienting new employees to the organisation, conducting induction sessions, serving as a point person for all new employee questions.
- Address staff grievances and complaints in a timely and professional manner, following the This Life Policy and Cambodian Labour Law.
- Prepare reports and presentations on HR-related metrics, such as staff turnover, retention, satisfaction, etc.
- Coordinate training and orientation programs for new and existing staff members and external partners.
- Provide administrative support to the Director of Shared Services and other departments as needed.
- Perform any other duties as assigned by the Director of Shared Services or the management.
- Ensure that all staff members are aware of their rights and responsibilities as employees of This Life.
- Conduct regular performance reviews and feedback sessions with staff members to monitor their progress and identify areas for improvement.
- Develop and implement HR policies and procedures that align with the organisational vision, mission, values, culture, and goals.
- Manage payroll, social security, insurance, and other employee benefits.
- Liaise with external partners on HR-related matters.
- Support the Director of Shared Services in developing and executing HR strategies and initiatives that foster a positive and productive work environment.
- Requirements:
- Minimum Bachelor's degree in Human Resources, Business Administration, or related field.
- A minimum of 3 years of HR experience in various functions, such as performance management, learning and development, employee relations, and compliance.
- Proficient in problem-solving and decision-making, with the ability to identify and resolve issues effectively and efficiently.
- Excellent communication skills in both Khmer and English, with the ability to convey information clearly and professionally in written and oral forms.
- Strong data literacy and analytical skills, with the ability to collect, interpret, present, and use data for various purposes.
- Familiarity with Cambodian Labour Law, Social Security Fund, and other relevant regulations, as well as the management of expatriate visas.
- High level of confidentiality and integrity when handling sensitive information.
