HR Manager

Position Summary

Report to: International HR Manager

Role Summary

The HR Manager based in Siem Reap, Cambodia reports directly to the International HR Manager and works with Heads of Departments to ensure that the programme’s HR requirements are met in line with operational strategy and HALO global policies. He/ She will serve as a member of the leadership team to provide leadership and oversight on all HR matters and advises the Programme Manager and other heads of departments on best practices, will ensure compliance with local laws and regulations while making sure that HALOs standards and policies are upheld at all times.

Expectations - Duties, Responsibilities
  • Strategic Responsibility
  • Lead for the HR function of The HALO Trust Cambodia and provide overall leadership to the HR team.
  • Support in the development of the people strategy in line with the programme strategy to ensure that proper HR support is provided to the programme and support teams
  • Responsible for the implementation of the people strategic framework in line with programme, regional and global strategic plans of the Human Resources department
  • Work closely with the department heads to ensure that all job roles are evaluated placed in the correct band
  • Keeping abreast of changes in relevant laws and regulations and ensuring that company policies and procedures are updated accordingly.
  • Updating the risk register and developing strategies to mitigate compliance risks for HR.
  • Be informed of changes in labour law and advise programme management.
  • Performance Management
  • Work with department heads to effectively manage national staff appraisal system, to provide career advice to colleagues and inform programme HR decision-making.
  • Responsible for development talent pool and succession plans in line with the outcome of the appraisal process and in collaboration with the heads of department
  • Create a culture of continuous improvement and contribute to the development of HR team
  • Work with managers and department heads to ensure that disciplinary practice is fairly and effectively implemented and recorded and assist with investigations into incidents as required.
  • Enables staff to enhance performance through coaching, mentoring and training initiatives and interventions
  • Talent Acquisition and Talent Management
  • Manage national staff recruitment to ensure that adverts, interviews, induction and contracts are properly handled and in line with national and HALO global standards.
  • Ensure all pre-employment checks are carried out for new hires
  • Manage the induction and onboarding process for all new hires while working closely with department heads
  • Review and update recruitment SOP
  • Develop recruitment strategy and plans for the programme
  • Employee Relations
  • Conducting internal investigations into alleged violations of compliance standards, allegedly undisclosed conflicts and taking corrective actions as necessary, and providing recommendations to management on identified conflicts.
  • Dealing with identified conflicts of interest.
  • In collaboration with HR, legal and other professionals, conduct and oversee workplace investigations, focusing on human resources issues including labor policy violations, harassment, retaliation and discrimination charges, ethics hotline issues, threat management, charges and formal grievance process.
  • Facilitates the employee grievance resolution process.
  • Maintaining a register of disciplinary sanctions and investigations.
  • Collaborating with internal and external stakeholders, including regulatory agencies, to address compliance concerns and facilitate open communication accompanying complex dismissal processes.
  • HR Operation
  • Ensure that HALO UK have up-to-date insurance lists and any other HR information and data on a monthly basis.
  • Update staff list monthly
  • Coordinate Staff Committee with Office Managers to ensure meetings take place on time, minutes are recorded and communication between committees and senior management is appropriate and effective.
  • Work with department heads to ensure that training (internal – driving, demining, medical, safeguarding, specialist – and external – language, tax), testing (skills, drugs) and reaccreditation is properly planned, carried out and recorded, to maintain and improve safety and performance standards throughout the programme.
  • Ensure that all staff are informed of and conform to their contractual and legal rights and obligations and assist with external communication (e.g. NSSF).
  • People Management
  • Oversee HR database to ensure all information is accurate and up-to-date, and any technical issues are promptly addressed by the ICT Department.
  • Lead staff wellbeing approaches in coordination with the department heads
  • Leads gender and inclusion initiatives to ensure that gender in mine action is at the front of all the organization does
  • Conducts periodic staff awareness sessions on HR policies and practises
  • International staff coordination and support, assists international employees with related HR matters.
  • Ensure all staff surveys and engagement initiatives are implemented
  • Reports to the Programmme Manager with right analysis on HR issues and provides decision support through HR metrics.
  • Resolving staff related conflicts through positive and professional mediation.
  • Maintaining and reporting on workplace health and safety compliance
Requirements - Skills, Qualifications, Experience
  • Essential:
  • Bachelor degree of Human Resource Management/Social Sciences or other related courses. Any relevant professional certification and a Master’s degree will be added advantage.
  • 3 - 5 years’ practical work experience in managing human resources systems in a large organization
  • Knowledge of Cambodian laws.
  • Experience successfully implementing organisational HR policy and practice.
  • Experience in an HR specialist function, organisational design, performance management, reward management, recruitment and selection, or training and development
  • Excellent writing and speaking in English language
  • Skills & Knowledge:
  • Communicates clearly and effectively appropriate to the audience
  • Possession of good report writing skills
  • Passion for learning and development.
  • Good computer literacy skills/Database
  • Team player
  • Able to work in a pressured environment
