We are currently recruiting an HR and Administrative Assistant to provide essential support to the People and Culture and the Administrative Office, ensuring effective HR and Administrative operations and the delivery of high-quality staff support.
This is a local national recruitment. The position is based in Phnom Penh and requires regular travel to project sites if needed.
FUNCTIONAL RELATIONSHIPS
The HR and Administrative Assistant provide essential support to the HR team and helps ensure the smooth day-to-day operations of the office. This role works closely with the People & Culture Manager, Office Cleaner, and other staff to deliver efficient administrative services and people-focused support.
- Coordinate with the Office Cleaner to maintain a clean, organized, and professional workspace.
- Review, format, track, and support preparation of outgoing correspondence.
- Serve as petty cash custodian and reconcile monthly petty cash statements.
- Process HR/Admin-related advances, expense claims, and payment requests.
- Use KProcure to submit purchase requisitions for operations equipment and services.
- File, scan, and archive administrative and HR documents in accordance with organizational standards.
- Compile data and prepare monthly HR and administrative operational reports.
- Post vacancies on approved job boards and social media channels; update the vacancy tracker weekly.
- Enter candidate data into the CV-screening tracker and maintain accurate applicant records.
- Schedule and coordinate written tests and interviews; record, compile, and summarize results.
- Prepare onboarding documentation and support onboarding processes for new hires.
- Conduct orientation sessions to introduce employees to Helen Keller policies, the Employee Handbook, and organizational culture.
- Maintain accurate and up-to-date personnel files (e.g., personal details, contracts, and performance evaluations).
- Scan and upload sensitive recruitment documents to the People & Culture SharePoint.
- Administer employee benefits programs, including insurance, retirement plans, and leave entitlements.
- Serve as a point of contact for staff inquiries, concerns, and provide support in conflict resolution.
- Assist in tracking participation in training programs and maintaining learning/training records.
- Coordinate certificate distribution for global and in-country training initiatives.
- Attend and support in-country and global learning/training activities as required.
- Support planning and execution of HR events (e.g., recognition ceremonies, team-building activities).
- Assist with visa and work-permit processing, including managing staff entry and exit documentation and workbooks.
- Support HR audits by gathering and organizing records to ensure compliance with organizational policies and legal requirements.
- Prepare and maintain documentation for internal and external audits, ensuring all files are complete and up to date.
- Submit annual reports to the Ministry of Labour and Vocational Training via the LACMS system.
- Khmer - Fluent
- English - Fluent
- Bachelor's Degree in Human Resources, Business Administration, or a related field.
- Progressively responsible experience in administrative and human resources support for 2 years as a minimum
- Demonstrated understanding of local labor laws and compensation practices.
- Proficiency in Khmer and English, both written and spoken.
- Strong computer skills, including MS Word, Excel, and presentation software, with advanced ability in digital tools.
