Conservation International-Cambodia Program (CI) has worked in Cambodia since 2002. CI has multiple conservation projects in the Central Cardamom Mountains National Park (CCMNP), Tonle Sap Great Lake, Prey Lang Wildlife Sanctuary, and in the Veun Sai-Siem Pang National Park. CI works in partnership with the Ministry of Environment, Ministry of Agriculture, Forestry, and Fisheries, other international conservation and development organizations, local non-governmental organizations and the private sector.

HR & Admin Senior Manager

Position Summary

The HR & Admin Senior Manager will supervise 2 direct staff, and manage the human resources, administration, and procurement functions for CI Cambodia. For the HR aspects of the role, responsibilities will span recruitment, employee learning and development, capacity development, culture building, and employee engagement as well as management of key HR processes such as annual performance appraisal, merit reviews, etc. He/she will also ensure HR policy alignment with local laws and that CI Cambodia staff understand CI’s core values and code of ethics and apply them at work.

The HR & Admin Senior Manager will also lead the Administration and Procure, and functions, to ensure efficient support to the CI Cambodia country program. Responsibilities include facilities management, allocation of office space, ensuring the renewal of MoU and Project Agreements in are timely made, and ensuring the completeness, transparency, and accuracy of the procurement process both domestically and oversea.

Expectations - Duties, Responsibilities
  • Human Resources Management
  • Responsible for the talent acquisition process, including working with hiring managers on Job Description, Job Posting on relevant job portals, Direct Sourcing via LinkedIn (in the absence of suitably strong write-in profiles), candidate shortlisting, and review with the hiring manager/committee, timely and professional interview management, salary proposals/employment contract issuance.
  • Manage relevant administrative processes Linked to recruitment such as Business World data entry, maintenance of documents in HR folders, coordination with finance team on payroll and work with staff supervisor on contract renewals, immigration/ working pass applicants/renewals, and ensuring compliance with the Ministry of Labor and Vocational Training, and other statutory requirements/guidelines.
  • Ensure that the new hire onboarding for CI Cambodia receives New Employee Orientation from day 1
  • Undertakes regular review of CI Cambodia staff benefits to ensure market competitiveness and alignment with changing statutory provisions.
  • Ensure appropriate insurance cover is in place and organizational risks are minimized considering suitability and types of cover available.
  • Lead and demonstrate the development of organizational culture, ensuring a friendly working environment
  • In collaboration with Regional HRBP roll out appropriate training and development programs for all staff
  • Support and advise the Senior Management Team (SMT) in staffing, staff retention, and succession strategies.
  • Develop and manage the HR & Amin team’s annual work plans and budgets.
  • Ensures compliance with legal requirements by studying existing and new legislation, anticipating legislation, enforcing adherence to requirements, advising management on needed actions
  • Ensure staff understand CI core values such as Passion, integrity, Teamwork, respect, courage, and optimism and apply these core values in their daily work.
  • Support the Senior Management Team on the management of disciplinary and employee relations/grievance issues.
  • Work collaboratively with the supervisor to ensure all staff complete their probation goal, annual goal, mid-year review, and annual performance appraisal.
  • Ensure all supervisors understand the performance appraisal process and principles.
  • Work collaboratively with the supervisor to ensure the underperformance process, including performance improvement plans (PIP) and disciplinary sanctions, is managed properly and timely.
  • Administration
  • Lead administrative function to ensure effective administration support across the country program
  • Ensure the renewal of MoU and Project agreement is timely made
  • Overseas Admin & Procurement Senior Coordinator to ensure Visa requests/extensions for Internal Assignee employees correctly and timely
  • Oversee the property or Office Management, including ensuring compliance with Health & Safety legislation, and managing supplier contracts (e.g., landlord, office machines).
  • Ensure the provision of high-quality logistical support to guests and visitors including partner organizations involved.
  • Prepare the annual budget of the office and administration unit and manage the advance for monthly office expenditures
  • Procurement
  • Technically lead Admin & Procurement Team in procurement process management
  • Oversee the procurement function to ensure procurement policies and procedures adhere to while delivering goods and services timely with the best value for money.
  • Reinforce the appropriate procurement policy through the provision of regular procurement training, coaching, and mentoring.
Requirements - Skills, Qualifications, Experience

  • Perform related duties as assigned
  • PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES
  • This position is responsible for supervising two support staff
  • Coach and guide the team members
  • Qualifications Requirement:
  • Bachelor’s degree in Business Administration, Human Resources, or a related field.
  • 8-10 years of progressive and full spectrum Human Resources work experience. Experience with Administration and Procurement will be an asset
  • 3-5 years of staff supervisory experience in this field
  • Working experience at international non-profiting organization(s) would be an added advantage
  • Results driven and able to work independently
  • Highly organized and able to manage multiple priorities simultaneously in a dynamic environment
  • Strong verbal and written communication skills and interpersonal ability
  • Cross-cultural sensitivity
  • Good command of communications in English and Khmer
  • Proven team player, who is comfortable working across teams and boundaries
