Position Summary

Location: Thlok Andoung, Sla Kram, Siem Reap

Department: Outreach ( OUT )

Contracted Hours: 40 hours per week

Reports to: Outreach & Rice Rewards Supervisor (Sert)

Schedule: Sunday – Thursday, 40 hours per week (7:30 am – 11:30 am to 1:00 pm – 5:00 pm)

Role Overview

The Healthcare Officer helps keep families at REACH healthy and safe. This is not a medical or clinical role; REACH does not have a licensed clinic or doctor on site. Instead, the Healthcare Officer works from a First Aid room and helps families get the medical and dental care they need at our partner clinics and public hospitals.

About 70% of the role is spent with parents and students giving first aid, managing cases, and keeping records. The other 30% is spent on health education, supporting staff, looking after the First Aid room, and working with other teams if needed.

The right person for this role has good knowledge of first aid and health, is well organized, and can stay calm and make good decisions in urgent situations. Basic conversational English is also needed.

The goal of this role is to make sure families can access the healthcare service they need, feel safe and supported, and promote health and sanitation awareness in our community.

Duties & Responsibilities:
  • Clinical Care, Case Management & First Aid Monitoring (approximately 70% of time)
  • Evaluate the student or family member’s health condition, injuries or illnesses to ensure they get the right treatment.
  • Administer professional first aid, including wound care, bleeding control, and management of minor medical conditions.
  • Accompany students and families to partner clinics or public hospitals, serving as a medical advocate to ensure clear communication between doctors and Beneficiaries.
  • Create, update, and maintain detailed follow-up cases to monitor student recovery and long-term health outcomes.
  • Monitor inventory levels and manage First aid supplies in stock within the First Aid Room to ensure supplies are always available.
  • Maintain accurate, secure, and confidential medical records using digital tools like Asana and OneDrive.
  • Assist the Outreach Department with additional duties when required.
  • Work strictly within child protection policies, ethical social practices, and patient confidentiality codes.
  • Conduct yourself professionally inside and outside the workplace while promoting REACH’s values and mission.
  • Preventive Health, Education & Training (approximately 30% of time)
  • Take full responsibility for coordinating and conducting annual Body Mass Index (BMI) checks and other scheduled health screenings throughout the year.
  • Design and conduct basic hygiene and health workshops for students and families to promote wellness and prevent common illnesses.
  • Teach Junior and Temporary First Aid officers how to administer first aid correctly, safely, and professionally.
  • Perform daily cleaning and organization of the first aid room, required to do the deep clean on a weekly basis.
  • Participate in internal meetings, workshops, and ongoing professional development training.
  • Support the Outreach team in facilitating and managing monthly Rice Rewards sessions for parents.

Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Basic
Qualifications:
  • Undergraduate Degree
  • Bachelor's Degree
Skills & Knowledge:
General & Technical Skills
  • Studying or completing a bachelor’s degree, which is not strictly nursing (Associate or Bachelor’s) or a related medical field.
  • Previous professional experience in a clinical setting, development sector, or NGO environment.
  • Fluency in Khmer and a basic of English (both verbal and written) for medical reporting and external clinic coordination.
  • Proficiency in Microsoft Office, with experience in (or a strong willingness to learn) digital project management tools like Asana and OneDrive.
