Health, Safety and Environment (HSE) Manager
- General
- In the execution of your individual job responsibilities you shall:
- Support your line Manager stated above
- Maintain a good working relationship with the Client and associated personnel
- Be aware of and follow the policy statements of VMJ displayed on the project
- To cover your absence from site, you shall handover your duties to a delegate agreed with your Manager in advance.
- Health & Safety - You are responsible for implementing, maintaining and following safe systems of work in accordance with the project’s procedures for your individual job responsibilities.
- System Management - You are responsible for implementing, maintaining and following the project’s Management System for your individual job responsibilities.
- Specific
- You are responsible, with your Health, Safety and Environment Team, for the implementation of HSE Management Systems on the project, and for this are:
- Preparing and updating the project’s Management Plans relating to Health, Safety, Emergency and Environment and the corresponding procedures,
- Taking part in internal construction meetings,
- Carrying out audits in agreement with the Project Management, and keeping an up-to-date schedule of such audits,
- Reviewing, from a HSE Management aspect, documents produced by the Company or its subcontractors, and assisting Construction managers in establishing Risk Assessments for each method statement,
- Requesting intervention of the QHSE Manager, in the event of difficulties encountered in implementing the HSE Management System,
- Promoting the HSE culture on the project, explaining the HSE Management System to the various parties involved,
- Organising and coordinating safety campaigns, safety reward program, and staff information and training, especially for newly recruited staff,
- Keeping track on the HSE training records on the project, including induction and first aid training, ensuring that a sufficient number of people have been trained,
- Organising checks of the emergency plans in conjunction with the organizations concerned through appropriate exercises,
- Suspending works execution immediately whenever informed of an event that could potentially endanger human safety or harm the environment,
- Redacting the Experience Feedback document for HSE aspects,
- Taking part in regular inspections of the project, analysing workstations in progress to detect any risks and propose solutions for improvement, establishing a report on decisions and monitors their execution,
- Ensuring the cleanliness of the project’s installations (cloakrooms, washrooms, canteens) and surrounds,
- Making sure that daily Pre-Start Meetings are performed,
- Making sure that Pre-Task Meetings are performed for any new activity,
- Analysing all accidents or incidents,
- Regularly inspecting the first-aid room,
- Communicating with the QHSE Manager about anything that could help improve the effectiveness of the System,
- Drawing up the monthly HSE reports and submitting them to the QHSE Manager for consolidation and dispatch.
- You are responsible for the management of the HSE Team, and for this are:
- Defining personnel and equipment requirements,
- Involved in recruiting staff and providing them further training on the safety and environment management approach
- You are responsible for making sure that subcontractors follow the implementation of HSE Management Systems of the project, and for this are:
- Carrying out surveys and assessment visits of subcontractors and suppliers,
- Giving an opinion about HSE related aspects of applications for derogations made by subcontractors and suppliers,
- Describing HSE Management obligations to the subcontractors and suppliers and keeping the project’s HSE documents at their disposal,
- Reviewing the subcontractors’ and suppliers’ HSE documentation and checking the effectiveness of their HSE Management Systems through random survey,
- Forwarding the Client's observations to the subcontractors and suppliers when applicable so that their HSE documents can be amended.
- You are responsible for assisting the QHSE Manager in liaising with the Client and other parties on all HSE related aspects.
Earthwork Supervisor
Work Place: Bakheng Loeu Village, Bakheng Commun, Prek Leap District
- Identify technical resources, equipment useful for all earthwork activities
- Organize and schedule activity and manpower
- Control of deliveries (quantities, schedule)
- Coordinate subcontractors and suppliers
- Checking of quality of the work until completion of the work
- Be a technical referent on site and support team leaders
- Oversee the plant earthworks on a project and ensuring the foundation for the concrete is prepared
- Read and interpret blueprints, plans and technical drawings,
- Manage contractor performance
- Schedule contractors to perform their duties at specified dates and times
- Monitor progress, personnel and equipment required on site
- Work with the site supervisor and construction manager
- Ensure work on site is conducted safely and in line with relevant regulations
- Organize and manage a constantly changing workload
- Give clear and precise instructions to tradespeople on site
- Other tasks assigned by supervisor
- With a confirmed experience in earthwork and backfilling.
- With a knowledge of subcontractor management
- Who can read topographic drawing
- Who can make survey and report on site
- Have the ability to solve problems
- Have an awareness of safety and environmental issues
- Have the ability to work as part of a team
- Have good communication and interpersonal skills
