JOB PURPOSE
DT is looking for a dynamic individual to pursue responsibilities of the Head of Finance and Fundraising. The purpose of this position is to develop and oversee the implementation of DT’s finance, fundraising and partnership strategy, as well as the annual budget and cash-flow, and to manage the coordination of these areas. Under the responsibility of the Operations Director (OD), the Head of Finance and Fundraising will work directly with relevant key staff members to ensure effective financial management, budget monitoring and reporting, in addition to maintaining and developing partnerships to help us increase our non-profit income and expand our pool of donors. The position will
contribute to effective, efficient, ethical and environmental operational management aimed at addressing perceived needs of vulnerable children, youth and their families.
- Financial Management
- Assumes overall responsibility for financial management across all programs within DT including the head office;
- Oversees the annual budget, cash flow and targets;
- Ensures quality financial processes are in-place and implemented or will develop new/ad hoc financial processes to support program implementation and manage issues as required;
- Undertakes the monthly review and financial analysis of the budget to give visibility into costs and cash-flow and alerts the Management on issues that are anticipated before they arise;
- Coordinates long-term budgetary planning and costs management in alignment with Damnok Toek’s multi-year strategy, aiming to improve organizational development and ensure long-term sustainability;
- Provides advice to the Operations Director and Management on issues, trends, and changes in DT’s financial operating performance and operational delivery;
- Assumes projects’ financial risks and formulates mitigation strategies to avoid any negative impacts to the operations of DT;
- Provides ongoing support and direction to ensure that the programs and operational management on the field are working to the approved budgets for programs;
- Works closely with the Chairman to ensure that DT Board is kept fully informed about all critical financial issues.
- Strategic Roles
- Develops DT’s fundraising strategy to set goals and milestones and organizes fundraising related activities such as events, etc.;
- Leads the implementation of DT’s fundraising strategy in close collaboration with the OD, the Executive Director (ED), the Finance Officer, the Fundraising Technical Advisor and other relevant key staff to ensure diversification of funds and multi-year support;
- Works in collaboration with the Fundraising Technical Advisor (Fundraising TA) and the Finance Officer to avoid overlaps of roles and responsibilities, with the collective goal of ensuring effective financial management and fundraising efforts;
- Supports the Fundraising TA in narrative and financial reporting and coordinates the timely delivery of all reports to existing donors;
- Builds relationships with existing donors and provide procurement and administrative support during final funding negotiations;
- Works with the Fundraising TA to develop and write innovative, high-quality funding proposals for a range of funding partners and donors, ensuring effective budgeting and compliance;
- Represents the Financial Department of DT in external meetings with key stakeholders including partner NGOs, consortium partners, prospective and existing donors, institutional partners, government, local and national authorities, etc. and coordinates relationships as required;
- Ensures quality funding report to suit with donor reporting templates and timely submission to donors;
- Ensures fundraising fundraising-related activities have effective tracking systems in place and that a funding calendar, donor database, and mailing list are maintained and updated regularly;
- Works alongside the Operations Director and assists on decision-making actions regarding the Financial Management and Fundraising;
- Provides information and assists during strategic and annual budget planning meetings on a management level;
- Develops and contributes to DT’s overall strategy in the field of fundraising and organizational development measures.
- Networking and Representation
- Represents DT within fundraising networks, workshops, conferences, and other events in the field including donor visits as needed;
- Works with partners for synergy building and resource pooling to address the needs of vulnerable children.
- MINIMUM QUALIFICATION AND COMPETENCIES
- At least a Bachelor’s Degree in a relevant field (Business Administration Finance/Accounting, etc.);
- Fluency in written and spoken English;
- Proficiency in written or spoken Khmer is a plus;
- At least 5 years of relevant experience working in finance and fundraising, preferably in the non-profit sector, and specifically in grassroot organizations;
- Experience designing multi-year budgets and managing cash flow for ~ 1M$/year budgets;
- Experience managing partnerships with institutional stakeholders, government agents, international donors;
- Demonstrated ability with reviewing, creating, and implementing new systems and approaches;
- Advanced knowledge of accounting and reporting software – QuickBooks and Microsoft Office experience – is a plus;
- Strong understanding of and commitment to child protection and disability issues specifically in the Cambodian context;
- Strong narrative writing skills and high analytical skills;
- Ability to work independently and efficiently;
- Cross cultural and interpersonal communication skills;
- Respect of the child protection policy and no prior offences in regard to children.

JOB PURPOSE
DT is looking for a dynamic individual to pursue the responsibilities of the Head of Communication. The purpose of this position is to ensure efficient internal and external communication between DT staff and stakeholders in line with the overall vision and mission of DT. Under the responsibility of the Operations Director (OD), the Head of Communication will work directly with Branch Directors and project staff both at the headquarters and in the field to develop appropriate content highlighting DT’s work to relevant parties.
The Head of Communication will also report directly to the Operations Director and will collaborate with other relevant staff members to ensure effective communication for all of DT. For the next two years, 90% of the time invested in communication will contribute to the fundraising efforts. The position will contribute to effective, efficient, ethical and environmental operational management aiming at addressing perceived needs of vulnerable children, youth and their families.
- Communication Roles
- Implements the existing Communication Strategy under the leadership of the OD and in collaboration with the Branch Directors, and relevant project staff members;
- As the webpage is the number one tool for communication, makes sure to regularly update it with current information on DT;
- Leads the production of DT’s Annual Report;
- Ensures that all communication material is consistent with DT’s mission and vision and adheres to DT’s child protection and vulnerable peoples policies;
- Designs effective methods of presenting key data and milestones of DT’s projects to relevant parties;
- Creates visual and video content to highlight DT’s achievements using design software if needed;
- Supports DT’s management and project site teams in the development and distribution of all printed and visual material;
- Ensures the visibility guidelines are being followed according to each donor’s and DT’s needs;
- Serves as a media focal contact point for any related project;
- Transcribes interviews to be used for case stories and video content;
- Works closely with team members to develop content including photos, videos, and interviews;
- Writes case stories and other relevant articles to be shared with donors and published on DT’s website and relevant social media such as Facebook;
- Fulfills the requests of the Finance and Fundraising Head from donors for specific IEC materials including, but not limited to, photos, video, case stories, etc.;
- Conducts regular meetings with Comms staff at project sites to ensure the collection of high-quality media;
- If requested, assists in event management and content design;
- Ensures regular maintenance and organization of media folders;
- Spends 20% of time assisting the Head of Finance and Fundraising in preparing necessary materials for donor reports;
- Participates in annual budget and management meetings;
- Is responsible for the maintenance and safe-keeping of media equipment including the drone and microphones;
- Travels to project sites to document important events and project updates;
- Prepares itineraries for field visits and delivers them in a timely fashion to Branch Directors before each visit;
- Prepares and conducts interviews with project beneficiaries, staff, and key stakeholders;
- Communicates with fundraising staff and relevant donors to ensure necessary content is being collected during field visits;
- Provides technical assistance and training to project site staff to promote continued understanding and fulfillment of DT’s communication goals;
- Develops and maintains positive and constructive relationships on DT’s behalf among community members, donor, and other relevant parties; and
- Ensures that DT’s child protection and vulnerable peoples’ policies are being followed at all times and that any communication produced (both internally and externally) adheres to these policies.
- Networking and Representation
- Represents DT within communication networks, workshops, conferences, and other events in the field such as donor visits as needed; and
- Works with partners for synergy building and skills pooling to design contents addressing needs of vulnerable children.
- MINIMUM QUALIFICATION AND COMPETENCIES
- At least a Bachelor’s Degree in a relevant field;
- Fluency in written and spoken English;
- Proficiency in written or spoken Khmer is a plus;
- 3 years experiences in a similar position. Previous experience work in NGO and especially a grassroots organization is a plus;
- Experience using visual design tools to curate on-brand content for DT. InDesign and Photoshop skills are a plus;
- Video and photo editing skills; and
- Experience managing social media platforms;
- Experience with and an understanding of content production as it pertains to vulnerable individuals;
- Possess an understanding of issues of disability and child protection and how they pertain to the specifics of the Cambodian context;

Head of Disability Programs

JOB PURPOSE
DT is looking for a dynamic individual to pursue responsibilities of the Head of Disability. Under the responsibility of the Operations Director (OD), the Head of Disability will develop, supervise and manage DT’s disability programs in Kep and Neak Loeung, and support DT’s fundraising and communications. DT’s disability projects are focused on children and young adults with physical and intellectual disabilities. The Disability Program for children with disabilities (CWD) in Prey Veng includes alternative care for CWD, outreach programs and family support, and a day care center. The Disability Program in Kep includes a life and work-skills program through farm work and a residence for young adults with intellectual disabilities.
This position includes supervision of staff members, the oversight of activities, support in the preparation of budgets with the financial team, assistance in communication strategies in the field of disability, representation of the NGO within the disability network in Cambodia, and overall management of DT’s programs in the field of disability.
- Project Coordination and Management
- Develops and contributes to DT’s overall strategy in the field of disability;
- Coordinates and provides directions to branch directors and field staff in both project sites in Kep and Neak Loeung, and makes sure that all objectives are achieved in due time according to proposals and project deadlines;
- Participates in Coordination Meetings in the branches of Kep and Neak Loeung and assists project directors and coordinators on the implementation of the projects;
- Promotes effective communication between the branches of Kep and Neak Loeung and the head office in Phnom Penh;
- Participates in decision-making alongside with the OD and the branch directors regarding project changes, adaptations, implementation plans, and activities;
- Ensures the projects of the Disability Program are well implemented and in line with DT’s values and principles related to disability and other relevant topics;
- Oversees all Disability Project activities and ensures they are well-implemented and focused on the well-being of the beneficiaries, their best interests, and improvement of their skills;
- Oversees referral processes and ensures they follow DT’s guidelines and capacity;
- Regularly re-evaluates the Disability Projects, assesses their feasibility, sustainability, and impact, and proposes/reports needed changes, upgrades, and improvements according to the needs of the beneficiaries and the consistent concept changes around the disability field;
- Assists branch directors and coordinators on field staff management, staff assessment and evaluation, staff recruitment, and capacity building;
- Identifies needs and ensures technical support and training is provided to the branches at all times through the personal provision of support or through liaison with other partners;
- Plans and supervises the work of volunteers and other technical professionals on the field;
- Spend 20% assisting the Head of Finance and Fundraising to provide information for reports and proposals as needed and requested;
- Spend 10% assisting the Head of Communication
- Provides information and assists during strategic and annual budget planning meetings on a management level; and
- Assists the Measurement and Evaluation Team by providing information regarding the implementation of the projects and data.
- Networking and Representation
- Represents DT within Disability Networks, workshops, conferences, and other events in the disability field, as needed;
- Provides training and participates in capacity building meetings of DT’s partners as needed;
- Works with partners for synergy building and resource pooling and other partnership activities; and
- Builds relationships with partners nationally and internationally and assists the Head of Funding and Partnership during local and international donor visits.
- MINIMUM QUALIFICATION AND COMPETENCIES
- Local or international candidate with strong commitment and determination;
- University degree in health, rehabilitation, disability studies, social work, or another related field;
- At least three (3-4) years of professional work experience in the field of disability and project management (planning, implementation, organizing, leading, monitoring and evaluation);
- Strong leadership qualities including being goal-oriented, possessing strong personal development skills and positive disciplines, and the ability to inspire others to achieve intended goals and objectives of the project);
- Good communication skills;
- Fluency in spoken and written English;
- Fluency in spoken and written Khmer is a plus;
- Proactive and creative;
- Willingness and ability to coordinate and lead others;
- Team player and a role model focusing on 4Es (Effectiveness, Efficiency, Ethics and Environment);
- Ability to work under pressure and meet deadlines;
- Strong interest in Disability Rights and projects supporting children and young adults with disabilities;
- Ability and willingness to travel often to project sites (at least two or three times a month to each project); and
