The Head of Community and Government Engagement (CGE) at IJM Cambodia is a thought leader, activator, and bridge builder who works with external stakeholders at local and national levels, responsible for managing IJM's government relations, advocacy, and community engagement initiatives in Cambodia, as well as capacity-building efforts to increase IJM's impact by developing partnerships, strategic relations, and policy engagement. The ultimate objective is to ensure rapid and sustainable system reform and provide greater protection for Cambodians who are vulnerable to labor trafficking.
Supervisory Responsibility:
This position reports to the Country Director in Cambodia and manages the whole CGE team.
- Key Result Areas
- The success of this role is measured by key result areas which are listed below:
- Build and maintain relationships with key potential local partners – church, business, provincial government, NGOs, Academics, Labor Unions, and local survivor networks to position IJM Cambodia as a collaborative actor that adds value to partnerships;
- Collaborate with the Thailand and Malaysia teams in community engagement efforts focused on Cambodian migrant workers in destination countries to support increases in protection in those countries;
- Identify essential power actors within the government and private sectors and initiate, maintain, and foster relationships with them either directly or through other IJM Cambodia leaders to lead to effective anti-labor trafficking actions;
- Develop and implement a CGE strategy and plan to increase the scale of IJM Cambodia’s impact through local and national partnership development that will capitalize on IJM's best experience and expertise to improve the Cambodian government's response to labor trafficking rapidly by collaborating with IJM's regional and global teams on activation efforts to support Cambodia's labor trafficking response;
- Leverage national and regional speaking and meeting opportunities to embed IJM's theory of change and source-country model in counter-TIP responses.
- Oversee effective capacity-building initiatives of government and NGO/CSO that demonstrate proven impact through clear measurements of improved performance;
- Lead the team to identify, recruit, onboard, train, manage, and monitor local partners (funded and non-funded) and mobilize local and national actors to engage with the public justice system and deliver holistic aftercare services to survivors.
- Education & Experience:
- At least five years’ field experience in conducting casework and survivor service interventions alongside government and non-government partners including both grass-roots and international organizations;
- At least five years’ experience in leading teams of field professionals. Leadership experience in cross-cultural settings preferred;
- Graduate degree in social work, law, human rights, international development or related field, or equivalent work experience;
- Experience in setting program strategy, casting vision, and leading teams to deliver outstanding results;
- Experience in building capacity of justice system officials.

Overview
IJM Cambodia's Senior Program Manager (Local Only) as the Head of the Planning Department will enhance IJM's impact by managing the team efficiently, overseeing the planning function portfolios, and developing a strategic plan aimed at significantly reducing instances of forced labor slavery in Cambodia.
The individual who holds this position must possess the ability to make important decisions, use their judgment, and take actions that will significantly impact other areas within the organization as well as the external image and reputation of the organization.
- Leadership and Management:
- Build a well-functioning and healthy multi-disciplinary team with the right strengths and capacities for their roles;
- Provide vision, direction, and/or expert advice to CD and leadership team on effective people and performance management of supervised staff;
- Leadership of whole person through emphasis on spiritual formation and pastoral care;
- Set vision and strategy for the Cambodia Field Office in collaboration with other leaders in the office and the Forced Labor Slavery Hub.
- Strategy & Knowledge Development & Implementation:
- Develop objectives, priorities, and the implementation of plans consistent with the long-term strategy for IJM Cambodia’s project, aimed at increasing the scale of IJM’s impact in Cambodia, the region and globally;
- Undertake long-term planning and implementation in order to ensure achievement of organizational strategy and objectives;
- Build department and field-office level strategies and plans including budget reviews around IJM’s core theory of change of ending impunity in forced labor slavery,
- Identifying the essential strategy components of the planning team to deliver rapid and sustainable impact within two-three years in the areas of communications, government/partner engagement, and Government Engagement, Project Management;
- Develop a plan to obtain, monitor and report on partner data, including activities, results, milestones and impact;
- Contribute to the formulation of IJM’s source-country response model/product.
- Program Design, Government Engagement, Project Management, and Data Management
- Lead production of annual and quarterly work planning process in collaboration with IJM Cambodia leadership team of consultation with relevant FLS Hub and other offices where deeper coordination is needed
- Hone IJM Cambodia’s Government Engagement, Project Management Framework to ensure strong accountability for results across all departments
- Supervise, guide, mentor staff responsible for data collection, quality assurance, analysis, and visualization
- Shepherd and hold final accountability for all periodic internal and external reporting requirements and facilitate a clear process for all responsible contributors to said reports
- Training and Development:
- Identify capacity gaps within the IJM Cambodia team and ensure those gaps are closed rapidly through training and development in collaboration with HR;
- Ensure all IJM Cambodia trainings (including those trainings initiated and led by other Departments) are coordinated and administered according to the FO’s annual plans and priorities.
- Education & Experience:
- At least ten years’ field experience leading high-level policy advocacy; program design, M&E, data management; and/or casework interventions alongside government and non-government partners including international, national, and community organizations;
- At least five years’ experience in leading teams of mid to senior-level professionals in the field of international development, human rights, and/or humanitarian assistance. Leadership experience in cross-cultural settings preferred;
- Graduate degree in social work, law, economics, human rights, international development, or a closely related field.
